#Fukushima “Special District for Medical Research” Planned by Japanese Government

“Creation of the “Special District” system for medical research has been in discussion between the national government and the Fukushima prefectural government, and the outline of the system has been revealed. It includes: loosening the regulations of the Japanese Pharmaceutical Affairs Law only in Fukushima Prefecture and thus encouraging new entrants to the medical equipment manufacturing and sales; setting up data centers for medical cases and research centers for recurrent cancer at hospitals in Fukushima, which will attract pharmaceutical companies, medical equipment companies and medical researchers to Fukushima. The government is expected to allocate 10 billion yen (US$130 million) in the 3rd supplementary budget for the fiscal 2011.

10 billion yen to set up pharmaceutical research and data collection centers so that pharmaceutical and medical equipment industries flock to Fukushima. The government is clearly looking forward to a thriving medical industry in Fukushima with abundant (slightly over 2 million) research subjects of all ages.
From the above short description, it doesn’t seem to be about treating people who will come down with radiation sickness. It is about collecting data and experimentation.
Since the national government is fiscally broke, the money will eventually come from the Japanese taxpayers, who will be made accomplice to this human experiment in Fukushima. Dr. Shunichi “Damashita (who conned, lied, tricked, duped, take your pick)” Yamashita must be so thrilled. “

    http://ex-skf.blogspot.com/2011/08/fukushima-special-district-for-medical.html

    “A high-stakes game

There’s no denying that there’s a lot of money – and power – riding on the nuclear industry.
The money trail can be tough to follow – Westinghouse, Duke Energy and the Nuclear Energy Institute (a “policy organisation” for the nuclear industry with 350 companies, including TEPCO, on its roster) did not respond to requests for information on funding research and chairs at universities.
But most of the funding for nuclear research does not come directly from the nuclear lobby, said M.V. Ramana, a researcher at Princeton University specialising in the nuclear industry and climate change. Most research is funded by governments, who get donations – from the lobby (via candidates, political parties or otherwise).

The Center for Responsive Politics – a non-partisan, non-profit elections watchdog group – noted that even as many lobbying groups slowed their spending the first quarter of the year, the Nuclear industry “appears to be ratcheting up its lobbying” increasing its multi-million dollar spending.
“In the United States, a lot of the money doesn’t come directly from the nuclear industry, but actually comes from the Department of Energy (DOE). And the DOE has a very close relationship with the industry, and they sort of try to advance the industry’s interest,” said Ramana. Indeed, nuclear engineering falls under the “Major Areas of Research” with the DOE, which also has nuclear weapons under its rubric.
The DOE’s 2012 fiscal year budge request to the US Congress for nuclear energy programmes was $755m.
“So those people who get funding from that….it’s not like they (researchers) want to lie, but there’s a certain amount of, shall we say, ideological commitment to nuclear power, as well as a certain amount of self-censorship.” It comes down to worrying how their next application for funding might be viewed, he said.
Kathleen Sullivan, an anti-nuclear specialist and disarmament education consultant with the United Nations Office of Disarmament Affairs, said it’s not surprising that research critical of the nuclear energy and weapons isn’t coming out of universities and departments that participate in nuclear research and development.”

    WTF??????????
Letter to the Editor: The North Korean Test and the Limits of Nuclear Forensics
The dominant fissile isotopes in a plutonium or a highly enriched uranium (HEU) bomb are plutonium-239 and uranium-235, respectively. We therefore limit our discussion to them. When they fission, various products are created, including several radioactive noble gases. Among these, Xenon-131m, Xenon-133, Xenon-133m, and Xenon-135 are often detected from underground tests.[2]

Smith mentions the radioactive krypton isotopes, but we are not aware that they have been detected from underground tests, and it would be particularly hard to do so from the small North Korean test. Most krypton isotopes have very short half-lives; Krypton-85 is the only one produced in fission with a half-life of more than five hours. In fact, it has a very long half-life (11 years), but it has another attribute that makes identification difficult: it is released in large quantities when spent fuel is reprocessed.

Since Krypton-85 has such a long half-life and spent fuel reprocessing has taken place in a number of countries, large quantities of this isotope have accumulated in the atmosphere. It would be difficult to pick out the small amount of Krypton-85 leaking from a small underground test from this large background. We therefore disregard the radioactive kryptons in the remainder of this discussion.

Moreover, since the amount of the xenons that is released by an underground test is very uncertain, any clue to the nature of the fissile material would have to come from looking at isotope ratios. These ratios are different for uranium-235 and plutonium-239 fissions. The table below shows the fission-spectrum yields of the xenon isotopes that have been detected after nuclear tests in Nevada. We show separately the amounts that are produced directly and those produced indirectly through the decay of iodine-131, iodine-133, and iodine-135, which have half-lives of eight days, 0.87 days, and 0.27 days, respectively. As the chart illustrates, most xenons are produced indirectly, and the isotope ratios from indirectly produced xenons do not differ greatly between plutonium and HEU weapons.

    Xenon Isotope Yields per Fission

If one were able to analyze the resulting mix within the first few hours [after an explosion], when the directly produced xenons dominate, it would be possible to distinguish between the xenon from plutonium and uranium explosion[s]. If the air samples were taken two days after the test, however, as Negroponte’s office said, such determinations would be far more difficult. That’s because xenon isotopes produced indirectly through iodine decay predominate, and the ratios of these indirectly produced xenon isotopes do not differ greatly between plutonium-239 and uranium-235 fission (See January/February 2007 print edition of Arms Control Today for accompanying information graphic ). Also, the dilution resulting from atmospheric mixing would make it far more difficult to measure these ratios exactly.
An additional complication is that the parent iodine isotopes of the indirectly produced xenon may not be released from the ground with the directly produced xenons in the same proportions as they are produced. Some iodine might, for example, condense in the ground (the melting and boiling points of iodine are 114[oC] and 184 oC, respectively) or be captured in ground water before the gas from the explosion reaches the atmosphere. This would change the xenon isotope ratios downwind.[3]

One thing I have come to terms with in the events that have played out during the Fukushima disaster :

If we suspected it was happening – it was/did.

I suspect, and believe, that the cores have partially melted through the containment.
What is the game plan for cooling the spent fuel if/when the site is too radioactive to occupy?

And now they are building a tent over the reactors? Is it safe to say now that nuclear power plant containment is a failed concept?

If you assume the reactors shut down March 11,
that is about 150 days ago. That’s about 19 Half lives, or about 5EE5 multiplier.

so either the concentration of Iodine was 8EE13 or
80 Trillion BQ/M2 of Iodine at 4 KM, or there has been consistent re-criticality.

producing iodine 131 means that there is criticality as far as i understand…the fact that were getting iodines daughter product means, possibly, that the iodine is being converted deep underground into xenon as described above…this happens quickly as the half life is speeded up in the process to create xenon also my other post alluded to the silver in the reactor causing a convertion or maybe both posits are valid? hmmmm?

The person/persons behind ENENEWS I believe gave us the information of the Gulf. Now it is supplying information about the Nuclear Damages. What will it be next, will it be what is coming down to our atmosphere?

All I know for sure is, that who ever has these sites and the people who are posting have given us tons of information. It’s amazing that the people all over the world, can communicate on sites like this.

Whatever happens in the future, I know that there will be people like you who will be investigating, spreading what is happening, and suggesting the best ways to protect ourselves.

Thank you everyone for the on going information, that is needed.

I seldom post much, because most things are covered by others, but ZeroHedge covers far more:
    http://www.zerohedge.com/contributed/clusterfukushima

Ironic that the pivotal video heads this thread.

I somehow doubt that most people will watch and listen to one and a half hours of investigation, but because ZeroHedge combines many things – not least the “economic melt-down” currently in process – I am posting the link.

Do not blame me if you cannot understand/connect the dots between Fu(c)kushima and the global financial crises. You should have been awake decades ago.

i think thats why zerohedge has not been reporting much on fuku…i commented on a thread about shipping that petered out after the realisation dawned on them what was the real situation….it was many weeks before another fuku sighting on old zero…but when they do take the bite it is interesting if a bit “tamed”….i always check zerohedge but bear in mind they dont want to damage thier investments or contacts, so they have a limit…i remeber one comments section that was deleted. i reported it on enenews at the time..
      peace

I think/worry about Fukinshambles daily. That said, I call bullshit. Tweets are 140 characters max.

      and heres an interesting link

and this recent question podes on the same thread?
“What is the latest on our US reactors that were at risk of flooding?”
I will have to keep an eye on that one!

    @arclight

I don’t do Tweets anymore, partly because of the 140 limit, though mainly because it all vanishes into “cyber-space” far quicker than even “news bytes” in the MSM, e.g. there is no continuity and zero possibilty of discussion – just total fragmentation requiring less attention span than that of a gnat.

Personally I build my overall impressions of a whole picture/understanding … hopefully with some success; but which steadily reduces to “we are f****d” in all contexts.

We are the proverbial “dead parrot” financially, environmentally, resource depletion, etc..

Your second link illustrates this, in a nuclear context.

BTW I never used to be a pessimist, but reality got the better of my erstwhile optimism.

“I never used to be a pessimist”

This issue is often accompanied by some observation involving a glass being either half empty or half full. I always reply that it rests on whether you’re filling it up or drinking it.

@ JiLL M ClarKsoN: Thanx so much 4 the encouragement…But I must say that ‘ALL’ of you fine people in this ‘Forum’ right here right now…have just been handed…the ‘Opportunity’ to enlighten the masses by taking ‘MyCaLzMuVeeZ’ Specifically the _’FuK_U_ShiMA’ and ‘PorT_CaLhoUN’_ ViDz_ViRaL_. These 2 short ‘DoCuMeNtArIeZ’ are an easy way to get your ‘foot in the door’ and leave the interpretation that you wish to convey…and were the ‘Soul_Inspiration’ of a person who has access to ‘iNsIdErCoNtAcTz’ and is currently fending off some very vicious attacks for even ‘Releasing’ these ‘ViDz’ in the first place…”ReMeMbEr”_’ItZ_uP_2_U_’__
