The refueling machine is believed to have fallen underwater after a hydrogen explosion in March last year.

35 tons, for those who are interested that's about the weight of a cement truck in the US.
So if a cement truck fell on the fuel rods, would they be in good shape?
I'd imagine the crane is doing 40 MPH when it hit the water, how much it slows down, I can't say offhand

35 tons dropped from any height is going to go wherever it wants to go.
Double the weight of an object, you double the impact energy.
Double the velocity of an object, you quadruple the impact energy.
Assuming they are referencing a metric ton, which is commonly refereed to as a long ton, and not the short ton commonly used in the US,
35 metric tons dropped 1 meter will generate an impact force of 349 metric tons, 385 us short tons.
Dropped 5 meters, 1748mt / 1927st
10 meters, 3497mt / 3855st
It's going to crush whatever it wants to crush. Which means we are in big trouble when it comes to removing the debris, LET ALONE having a chance at removing the damaged individual bundles from the damaged racks without a major incident.
/Random thought, I almost think that they should build a refrigeration plant and freeze the surface of the water solid to a depth of 2 or 3 feet. Less than a foot of ice can support the weight of a light truck, it could stabilize objects in their current position, still facilitate cooling the ponds below, arrest the fall of falling objects, or at least dissipate some of the energy of the falling objects. Individual sections could be thawed or the ice cut and removed to provide access to the current work section.
I'm sure there are technical difficulties, but winter is around the corner. Oh well, just throwing ideas at the wall.

It is difficult to imagine that the cranes they have in place are robust enough to clean up this pile of junk. That is, if they can get close to the junk due to radiation.
They will need to design and build the largest gantry crane in the world to be able to dismantle this mess.
It is difficult to see how any progress will be made on a "cleanup" for many decades. If it holds together by then …
