Powerful quake strikes off Solomon Islands, 9:03p ET:
[...] A tsunami watch was in effect for more places: the Marshall Islands, Howland and Baker, Pohnpei, Tokelau, Samoa, Kermadec Islands, New Zealand, American Samoa, Tonga, Australia, Niue, Cook Islands, Indonesia, Wake Island, Chuuk, Jarvis Island, Guam, Northern Marianas, Palmyra Island, Yap, Johnston Island, Minamitorishima and Belau.
Nathan Becker, with the Pacific Tsunami Warning Center, told CNN that conditions are right for the making of a tsunami.

The tsunami warnings were canceled anyway, but that translation came out funny enough
In particular, the french word "vague" is here translated as, well, vague. According to dictionary it's wave, but in this case means tsunami.
New Caledonia is French territory in the Pacific, for which an early tsunami warning was indeed issued. The authority in question is usually translated as French High Commission.
ORSEC is "Organisation de la Réponse de SÉcurité Civile" or shortly "rescue organization". For the Americans, this is roughly equivalent to FEMA and "plan ORSEC enganged" means declaration of emergency.
