Please try it yourself. It is a simple levels adjustment. You can use GIMP, a free photo editing program. It is what I used. Let me know if anyone wants instructions on how to do levels.
Those are false assumptions. Lighting tasks such as these would be handled by multiple 1000watt (or less likely 1500w) metal halides.
A bank of those can be seen for miles (think baseball stadium).
For a smaller example, they built a grocery store about 1.5 miles away, they burn 2 dozen 1000w MH bulbs all night long. I can see the glow from my house.. and thanks to those lights, the fireflies have vanished from the woods out back.
As to what those lights in the photo are… Who the fuck knows.
We need to throw out the EPA and replace them with a non corrupt entity that will look into such matters as you describe and try to protect this planet…..I would wager to guess those lights at the grocery store are not even being used by anyone.

If you correct the levels by youself the glow isn’t green, it’s white. There’s a glow but it is painted green.
Green from the spay they use to tamp down the radiation. ;>(

Ive read about mass firefly die offs from artificial lights in southeast asia somewhere.. pretty sad; its just not summer without them.
