June 16, 2012 post by Koichi Oyama, a Minamisoma city council member, translated by Dissensus Japan:
[...]
A testimony of Mr. Masami Yoshizawa from the site of http://fukushima20110311.blog.fc2.com/
[...]
Early in the morning of March 12, the signal corps of Fukushima Prefectural Police came into my farm. [...] They said that they will film The Fukushima Daiichi Nuclear Plant from an helicopter above in the sky and send the footage to prefectural police headquarters through satellite. So that they asked me to let them use the place. I said ok and they started.
They filmed the explosion of Unit 1 at 3:30 pm on March 12 from the helicopter.
Then they said: “Draw off, we’ll backdown”. Then they went away just after they had cleaned up the place but they said to me, just before leaving: “Finally something important happened. The Government is hiding the information. You should leave. We’ll evacuate from the order of the superior but you should not stay here neither”. Then they left.
I said to the police that “I have 300 cows. They need me to live because of the blackout, for the food and the water. Cows can’t be evacuated”.
[...]
And still how can the employees from the police say that they didn’t know?
Mr.Yoshizawa still continues his grazing today…
Oyama notes that Mr. Yoshizawa’s farm is 20 km from Fukushima Daiichi. The current Fukushima Daiichi camera is 30 km from the plant.

From the words written above, it seems the police knew something was going to happen, or am I missing something…
collusion is rife all over the world. some call it conspiracy.

This is the first thing that struck me, as well. It is very expensive to operate a helicopter, but it sounded like they were hovering there, perhaps for hours, to film the npp. Unless they were expecting an explosion, this scenario seems highly unlikely.

Engineers know when somethings going to blow. That's why they have 'evacuation drills'. Info relayed to authorities, aircraft scrambled. SOP.
The 'conspiracy' is the coverup, and intentional killing of all lifeforms in Japan. Instead of containment, the government (not alone) went with widespread increased national and global absorption.
con·spir·a·cy [kuhn-spir-uh-see]
1. The act of conspiring.
2. An evil, unlawful, treacherous, or surreptitious plan formulated in secret by two or more persons; plot.
3. A combination of persons for a secret, unlawful, or evil purpose: He joined the conspiracy to overthrow the government.
4. Law. An agreement by two or more persons to commit a crime, fraud, or other wrongful act.
5. Any concurrence in action; combination in bringing about a given result.
History is full of conspiracies. Whenever two or more people get together behind closed doors to make plans or decide on something, it's a 'conspiracy'. Only the people that make these plans want you to think it's a dirty word. The truth is, they're everywhere, every day of our lives.

The prefecture police no doubt were made aware that the supposed venting operation had failed – because the new vent system required ELECTRICITY in order to operate, and there was none – thus did in fact 'expect' a blow-out. Who told them that may never be known, but I'd lay odds on someone at the plant/TEPCO who lived in the area with his family, and who knew TEPCO was lying and that the government would not do the right thing.
People, especially 'officials' have a way of knowing they're being lied to. What is unusual about this report is that the officials determined to act on that knowledge. And, having then filmed the unit 1 blow-out, had every reason in the world to inform the farmer that he was in danger. Good of them to do so.
Back when TMI2 melted down and threatened to blow, 'officials' federal, state and local were all working at cross purposes and nobody was telling any truths. It was positively maddening, and much harm was done when evacuations were ordered locally and then overruled by the NRC. There were some who were so incensed about the confusion and lies that they managed to get the word out as best they could anyway, more than 100,000 local residents took the cue and got the hell out of harm's way. Hell, I know of one emergency response HP who, on Day-2 got so pissed he took to riding up and down the streets of Middletown honking and shouting as loud as he could, "Get Your Children OUT OF HERE!!!"
They always lie about nukes. That's…

Greetings to all from a long time (6 months?) lurker. Thanks so much for all the info that is impossible to get elsewhere. I'm a teacher and have not had a second to come up for air until now….i'm on summer break!
I have a sister living in Japan with her husband and 3 children. Because of this I have become addicted to reading here every night. Not always pretty but even lurking, I have felt a sense of community and purpose that goes beyond refreshing to inspiring and hope inducing.
You guys rock! Well then, rock on.

My sense is that human Tepco officials are a special species who uniquely believe it is safe to live near exploding NPPs.
