There being apparently no other way, after 20 futile months, for concerned citizens worldwide to gain the attention of the Japanese and American government, the corporate and regulatory nuclear authorities, as well as their world print and broadcast media lackeys, it seems reasonable to me to conclude that direct protest action may be the next available step, and I thus propose that citizens and volunteers consider the delivery of tsunami debris washing ashore on the SoCal U.S. west coast beaches, to the steps of the main entrance to the Consulate-General of Japan in Los Angeles, at:

Fitzpatrick Nuclear Plant shuts down after transformer fire

An 'unusual event' declared this morning after the Main Transformer caught fire, at Scriba's Fitzpatrick Nuclear Plant.
The Fitzpatrick Nuclear Plant in Scriba declared an unusual event early Sunday morning, and the reactor shut down automatically, after a fire in its main transformer.
The fire was reported at 5:46, and was out by 6:30. Firefighters from outside the plant were called in, and had cleared the scene by after 8am. Scriba, NY — Repairs have been made to problems that knocked Nine Mile Point Unit 1 and the James FitzPatrick nuclear plants out of service in the last six days.
Jill Lyon, speaking for Nine Mile’s owner Constellation Energy Nuclear Group, said Nine Mile Unit 1’s repairs are complete but the plant has not returned to the grid. LYCOMING, NY (WSYR-TV) – An "unusual event" was declared at the FitzPatrick Nuclear Power Plant in Oswego County after a transformer fire Sunday morning.
The fire broke out in a main transformer and was put out by 6:30 a.m.
An Entergy spokesperson says the power plant is in a safe condition an the incident posed no threat to the health and safety of its employees or the public.

The Real Cost of Nuclear Power
Debunking UK government estimates on the low cost of nuclear power
Few nuclear power plants have been built in Europe or America over the past twenty years. That's not because of the dangers of nuclear energy, which governments have persistently played down, but simply a matter of economics. Nuclear has not been competitive with other sources, especially coal and gas (see [1] Nuclear Renaissance Runs Aground and other articles in the series, SiS 40).
But as we are committed to reducing our use of fossil fuels, the nuclear industry is trying to make a comeback. A recent UK White Paper tells us that it is the most cost-effective low-carbon generation technology [2].
We've been here before. When the first nuclear power plants were being built in the UK, we were promised that they were going to be a uniquely economical way of producing electricity. There were even claims that electricity meters would soon be obsolete because the price would be so low it wouldn't be worth measuring how much we used. In fact, nuclear power has turned out to be very expensive, which is why the Thatcher government was not able to sell the nuclear power stations when it privatised the rest of the electricity supply industry. The taxpayer was left to pick up the tab for the cost of decommissioning and disposing of the waste, and the bill is £72bn and rising (see [3] Nuclear…

This time, the g overnment assures us, things are going to be different. Nuclear energy will not be too cheap to meter, but it will produce clean electricity at a competitive price. That will make it an attractive investment for private industry, which will bear the costs of building, operating and decommissioning the plants. The government will only have to give a clear go-ahead so the process can begin, streamline the planning process to avoid ‘unnecessary' delays, and set up some scheme whereby a small fraction of the money paid by the consumers will be put aside to cover the costs of decommissioning and waste disposal. The government will neither have to contribute any taxpayers' money nor get involved in organising new ways of producing and distributing electricity. It will be a simple matter of disconnecting the old coal and gas powered stations and plugging in the new nuclear plants [2].

Electricite de France SA’s plan to bolster the concrete base of its oldest reactor would be a world first and could be extended to the rest of its French reactor fleet, the atomic safety regulator said.
EDF, which operates all of the country’s 58 reactors, has submitted a plan to the Autorite de Surete Nucleaire to carry out a project to thicken the base of the 900-megawatt Unit 1 of the Fessenheim plant in eastern France. The regulator, which ordered EDF to improve safety or shutter the reactor by the middle of 2013, could rule within two months on whether the plan is viable… Fessenheim has emerged as a flashpoint for debate over France’s future dependence on nuclear power. President Francois Hollande, who campaigned to cut reliance on nuclear generation to 50 percent by about 2025 from more than three quarters at present, has ordered a permanent shutdown of the plant at the end of 2016. UPDATE 4:45 p.m.: The Nuclear Regulatory Commission has denied an environmental group’s request to amend San Onofre’s license.
The NRC is deciding whether it’s safe to restart San Onofre’s Unit 2 reactor at reduced power.
But the Washington D.C.-based group Friends of Earth, wants more. It wants a license amendment that requires judicial-style hearings with testimony under oath.
David Freeman, Senior Advisor to the group, says that’s because the new steam generators that Southern California Edison installed two years ago were different than those put in under the original operating permit.
“If you think of it as a big tent they took the tent pole out and stuffed more tubes in there, and then their modeling was all wrong and when they turned the things on they started doing a hula hoop dance,” said Freeman.
….In the SCE statement, the company said "the NRC-established review process for Unit 2 restart, which will include a thorough investigation by the NRC and public meetings, is the appropriate process for confirming that SCE’s restart plan is fully consistent with protecting public safety. When a doctor told a Fukushima mother recently that the chance of her child having cancer was only 1 in 100. This mother had let her children evacuate to Yamagata after two of her children had gotten 3 milimeter thyroid cists in their throats had answer to the doctor. For her she said, it is not 1 in 100, but it is 1 in 1.
This epitomizes the continuing nightmare the people of Fukushima face as Tokyo Electric Power Company TEPCO, the Japan and US government and the International Atomic Energy Agency (IAEA) continue a full press campaign to convince people that the three Fukushima nuclear plant meltdowns can be “overcome”. This was the statement in fact of a politician last year running for parliament in the city of Sendai, which is about 60 miles from the plant meltdowns.
This past week, I went to the city of Fukushima to see how this plan is working.

Bloomberg careless typo in case you were confused by this sentence. The word "operator" (a noun) is improperly used instead of the verb "operate".
$70 billion to tighten up safety for the Frenchie death machines is not going to make the bankers (anywhere on earth) happy. The military influence on governments is one of the most intractable driving forces keeping their plutonium dope suppliers up and running. Cut that cord and the industry collapses like a cardiac patient running his first marathon race. Stone cold dead.

Tomorrow, November 13, 2012 is the 28th anniversary of Karen Silkwood’s death.
She would be 66 years old today. February 19, 1946 – November 13, 1974
She died before Three Mile Island and 12 years before Chernobyl. Her car wreck remains a mystery as to whether it was a nucleocrat hit job or just an accident.

Karen was a young Texan who died trying to fight the nucleocrats. She wasn’t perfect, wasn’t a good mother, but she discovered the ugly side of the nuclear industry.
Karen died under very unusual circumstances as the result of being a nuclear industry whistleblower. She died trying to expose the secret about unsafe nuclear worker conditions and also 44 pounds of missing plutonium at the Oklahoma nuclear fuel plant where she was employed.
Karen Silkwood truly was a modern Joe Hill. Songs should be written about her.

GOVERNMENT scientific advisers have discovered a near-doubling in the incidence of cancers among people living near Dalgety Bay in Fife, which is contaminated by radioactivity.
An expert report for a Department of Health advisory committee on radiation has found a marked increase in liver and blood cancers close to the site of the contamination, the Sunday Herald can reveal.
The scientists have recommended an investigation into potential links between the radioactive site and cancer levels.
The report pointed out that liver cancers were concentrated in communities near the polluted foreshore. This "reinforces the suspicion" they were linked to the discarded radium that has littered the area for decades, the report said.

Requiring filtered containment vents for the reactors in question is “a no-brainer,” said Mary Lambert, head of the group Pilgrim Watch in Massachusetts. Entergy’s 728-MW Pilgrim reactor in Plymouth, Massachusetts, is one of the 31 units that the proposed order would cover.

SP: This comes on the heels of yesterday's FD article about schools in far western Japan (1300 miles from Daiichi) buying Fukushima food for students since 2011.
Kagoshima is 1400 miles away from Fulushima NPP. Transported contaminated food to Kyushu island along with fallout at Kagoshima. There is no safe place in the Japanese archipelago. US troops at Okinawa are at risk and thd bases in central, southern, and northern Japan are far worse.
Yoichi Shimatsu had it right on Rense radio in October 2011 when he said cesium was everywhere in Japan. 13 months later the contamination has steadily worsened.
There is no place to run, no place to hide. Japan is without doubt the world's largest radiological disaster in history.

That means that people cannot use the water from lakes, streams or rivers in the area for cooking or drinking. Due to the possible impact on skin, it is also recommended that people not use the water in their saunas.”

The World Health Organization max recommendation is actually 40ug/l (1bq/l), raising questions about the 100ug/l limit. So the measure amount is 8,75 times WHO recommendation, and 8,75 Bq/l.
It should be noted that uranium is naturally occurring isotope in stone, such as granite (those with a geiger counter can measure higher geiger counts off it). This is also the cause for radon, which is primary contributor to background radiation. The raw rock at Talvivaara is said to contain around 20 parts per million of uranium, so the concentrations in the effluent are seriously heightened. Talvivaara is effectively largest uranium mine in Europe.
The concentration of natural uranium in the waters is not considered a radiological hazard (by the Radiation and Nuclear Authority) though it's higher than many of the waste waters stored at Fukushima for example. It's definitely a biological hazard, however, though the Radiation and Nuclear Authority is telling people to go ahead and drink it occasionally as long as they don't make a habit of it. There are also no restrictions on fishing or recreational use of the waters.
While Uranium is on-topic for here, it's important to remind the effluent from the tailings-dam leak has concentrations of other poisons that are biologically far more hazardous.

Talvivaara uses a process called bio-heap-leaching for heavy metals extraction, which intentionally renders the heavy metals into highly soluble state. Thus most people's contention that the heavy metals aren't soluble and thus not likely to get into the environment at large are incorrect.
In addition the process liquid is very acidic, maintaining the solubility. The large lifting helicopters on loan from Finnish and Swedish military have been mainly used for dispersing lime (calcium hydroxide) into the rivers and forests surrounding the area to neutralize the effluent and reduce the solubility of the heavy metals; this itself is creating environmental hazards.

Due to their radiotoxicity, their business and their life, these waste categories are TFA-VL and FA-VL which impose a series of requirements to prevent the transfer to the biosphere and people.
However, none of the rules are respected.
The actions taken at the local level encounter power AREVA and its relationship with the state.
In addition, lawsuits are even more difficult than the regulation was put in place to encourage operating cost of uranium deposits. It is one thing to see and pollution operations unacceptable, is quite another to be able to take legal action. This is shocking and illegal but is not necessarily illegal.
