    "This event is being reported pursuant to 10 CFR 50.72(b)(3)(xiii) for a major loss of emergency assessment capability at the Palo Verde Nuclear Generating Station (PVNGS). On September 21, 2017 at 0915 MST, the seismic monitoring (SM) computer was declared non-functional for the performance of a planned surveillance test. On September 21, 2017 at 1201 MST, the SM system computer became non-responsive during the performance of the test. Control room staff attempted to reboot the computer and were unsuccessful. Maintenance and troubleshooting efforts began thereafter to initiate repairs. As a compensatory measure, PVNGS procedures for seismic event evaluation provide alternative methods for event classification of a seismic event with the SM system out of service.

    "On September 22, 2017 at 1500 MST, maintenance personnel performing software repair efforts determined hardware replacement is required. The required component will not be available before 72 hours from the start of the event. Because the SM system is not expected to be restored within 72 hours, this condition is being reported as a planned event constituting a major loss of emergency assessment capability with viable compensatory measures in place.

  • Africa is implementing Nuclear power on a wide scale to mine and build nuke plants.

    Is this a problem? You bet it is!

    The instabilities in many places in Africa poses not only a terrorist threat but also quality control issues.

    So what if there is a problem? And what about even more proliferation of nuclear materials? Not only do these plans (education programs and implementation of industry to build these proposed reactors) increase the chances of a terrorist gaining the knowledge to build a dirty bomb, they increase the chances of world wide contamination issues from accident and mismanagement on a profound scale…

    These proposals and implementations only create a shortcut to renewable energy in a area of the world where sun and wind can (and will) do the job.

    A sad truth to see a whole heard of people working to produce this world ending technology when they are in the unique position to prove renewable energy not only works but can do the job without the risks of even more needless nuclear poisons bleeding into our atmosphere.

    Power for homes and industry?

    This is not the goal of these programs.

    [ RFOD#_010 ] Current RX Mode: Refueling [ RPV open ]

    [ On Sept 26 ]" At approximately 0543 [EDT], while [recovering from the performance of] 2B Emergency Diesel Generator and ESFAS testing, a [subsequent] valid undervoltage actuation signal was sent to the 2B Emergency Diesel Generator (EDG).

    The 2B AC emergency bus (2BA03) was load shed, the 2B EDG automatically started, and tied to 2BA03.

    The 2BA03 bus was loaded by the automatic load sequencer.

    The actuation was identified by the Control Room operators and the 2B EDG was locally monitored while in service.

    "This actuation is reportable due to the automatic actuation of a system listed in 10 CFR 50.72(b)(3)(iv)(B).

    "The reactor was not critical at the time of the event and not challenged throughout the event.

    "Decay heat removal and spent fuel pool cooling were not challenged throughout the event.

    "The NRC Resident Inspector has been notified."

    The cause of the undervoltage condition is under investigation.

    Class Claims It Was Bilked for Costs of Abandoned Nuke Plant Project

    (CN) – A class of South Carolina residents claims in court that SCANA, an energy holding company, violated a federal racketeering statute by charging customers for the cost of a multi-billion dollar nuclear project that won’t be completed.

    In a federal lawsuit filed in Columbia, S.C. on Sept 22, the class says SCANA and its partner on the nuclear project, the Santee Cooper utility, knew the project was coming undone, but continued to deceive the public and the Public Service Commission with optimistic statements that allowed them to continue to bill consumers for the work.

    The lawsuit names only SCANA as a defendant. Santee Cooper is not a party to the litigation.

    The partners abandoned development of the nuclear plant on July 31, and SCANA had spent $9.8 billion to bring it to fruition.

    The holding company then announced that consumers will be charged $2 billion over the next 60 years to cover the cost of shutting the project down.

    The class claims SCANA and Santee Cooper increased utility rates 14 times to cover project costs. It claims the executives were aware the plan was headed for failure from the beginning.

    "Security personnel reported to the Main Control Room that at time 1000 CDT [on 9/27/2017], an alarm indicated that a secondary containment door was open beyond the normal delay time allowed for entry and exit.

    Security personnel responded and found the door open and unattended with the dogs extended meaning that the door was unable to be closed.

    Security personnel secured the door at time 1004 CDT.

    No deficiencies were found with the door.

    The fact the door was open and unattended beyond the time allowed for normal entry and exit results in Technical Specification 'Secondary Containment-Operating,' not being met because surveillance requirement SR is not met.

    This surveillance requires that doors be closed except during normal entry and exit.

    By definition in NUREG-1022, when Secondary Containment is inoperable, it is not capable of performing its specified safety function which in turn makes this condition reportable in accordance with 10 CFR 50.72(b)(3)(v)(D)."

    The NRC Resident Inspector has been notified.

    stating that they had failed to notify the Agency [Alabama Department of Public Health] upon entering the State, to perform a job on September 13, 2017, and that two sources (Cf-252 – 18.3 mCi and Cs-137 – 1.78 Ci) are stuck down hole.

    "Schlumberger stated that the first fishing attempt had failed to recover the sources, and the second attempt is now underway. Gathering information is continuing."

    "On October 3, 2017, at 0800 PDT, Reactor Building (Secondary Containment) pressure momentarily rose above the Technical Specification (TS) limit.

    Secondary Containment was declared inoperable and TS Action Statement was entered.

    The pressure rise was due to unexpected isolation of an exhaust valve in the Reactor Building ventilation system during electrical switchgear inspections.

    The cause of the closure is still under investigation.

    "The Control Room operators reopened the Reactor Building exhaust valve and pressure returned to within limits automatically.

    Secondary Containment was declared operable at 0802 PDT and TS Action Statement was exited.

      "On 10/02/2017 Callaway personnel completed the 10 CFR Part 21 evaluation. Of the transmitters identified above, only one is currently installed at Callaway in location BNLT0930, Refueling Water Storage Tank Protection A Level Transmitter.

      No instabilities (oscillations) have been observed in this transmitter but plans are being made to replace the transmitter.

      "If one of the susceptible transmitters were installed for RCS flow application (low flow reactor trip function), the allowed sensor drift to accommodate changes in transmitter performance would be required to be limited to 1 percent of instrument span per an 18-month operating period.

      Current margin available within the set point uncertainty analysis for this Reactor Trip function is 0.62 percent of instrument span.

      The observed shift in output of 10-20 percent of instrument span would thus exceed the available margin for this protective function.

      Therefore, the safety function for this device could not be assured for all transmitter configurations.

      This condition could create a substantial safety hazard due to the loss of safety function of a basic component which meets the criteria of major degradation of essential safety-related equipment.

    Group Opposes Plan to Haul Uranium Through Flagstaff

    Haul No, an organization against uranium production, has formally opposed uranium hauling through Flagstaff by putting a resolution through the City Council. They also plan to protest in front of City Hall on Oct. 10. The resolution attempts to ban uranium producer Energy Fuels Resources from using city roads to haul uranium.

    Energy Fuels plans to transport uranium in open-bed trucks with tarps secured over the top. Haul No claims the possibility of cargo spills and uranium dust escaping through the tarps and tainting the environment and communities are consequences too severe to allow on the road.

    Citing state and federal regulations, Curtis Moore, Energy Fuels’ vice president of marketing, believes Haul No’s opposition is misinformed.

    “I will tell you that the people who are opposed to this are badly misinformed about what we’re doing, badly misinformed. What we’re doing is not dangerous. It’s not harmful to people or the environment. It’s very responsible and can be done very, very safely,” Moore told Courthouse News.

    Along Savannah River, Nuclear Depot Eyed Warily Despite Safety Assurances

    AIKEN, S.C. (CN) – A proposal to ship “highly enriched” nuclear material from Germany to Joint Base Charleston and then transport to the Savannah River Site by rail, is being panned by a citizens group that says the plan is not in the best interest of the general public.

    Last week, the Savannah River Site Citizens Advisory Board voted 10-9 to oppose the shipment of 900 kilograms of uranium. Two members abstained.

    In fact, on Friday, just three days after the advisory panel vote, the Savannah River Site released its annual assessment of its impact on the local environment, a report that says its impact on its neighbors has significantly diminished over time. [ translation: They aren't poisoning their neighbors as much as they used to. ]

    Fortunately, the report says, air and water sampling conducted in 2016 showed tritium releases “continued an overall downward trend …” and that as a result, “SRS did not significantly increase potential radiation exposure to the public.” [ not significantly increase as in only a few more people got cancer not a lot of people ]

    To address these concerns, the Energy Department created the Radiological Education, Monitoring, and Outreach Project. [ oh joy ]

      Although the advisory board voted against accepting the nuclear material from Germany, its recommendations are not binding. The Energy Department will consider the board’s input, but still has the latitude to make whatever decision it wants regarding the material.

      The material in question is actually of U.S. origin. It was sent to Germany in the 1950s for research purposes as part of President Dwight D. Eisenhower’s “Atoms for Peace” program.

      Under the program, the United States agreed to take the uranium back, and use facilities at the Savannah River Site to convert it into a form that can’t be used to make weapons.

    "The plant had entered TS 3.0.3 at 0155 hours [EDT] upon loss of MCC [Motor Control Center], Switchgear, and Miscellaneous Electrical Equipment Areas HVAC System train A while train B was removed from service for maintenance.

    MCC switchgear ventilation train A was declared inoperable based on excessive belt noise and a dropped belt on MCC switchgear supply fan A.

    This also constitutes a loss of safety function.


    "Due to the loss of both trains of MCC, Switchgear, and Miscellaneous Electrical Equipment Areas HVAC, actions were taken in LCO 3.8.7 for AC and DC Distribution Systems, LCO 3.8.4 for DC Sources, LCO 3.8.1 for AC Sources, and the associated support systems, the High Pressure Core Spray system was also declared inoperable, which is a single train safety system and therefore, an additional loss of safety function.

    Global Anti-Nuclear Campaign Coalition Wins Nobel Peace Prize

    The International Campaign to Abolish Nuclear Weapons (ICAN) won the 2017 Nobel Peace Prize on Friday, at a time when, as the committee said, "the risk of nuclear weapons being used is greater than it has been for a long time."

    ICAN was granted the award "for its work to draw attention to the catastrophic humanitarian consequences of any use of nuclear weapons and for its ground-breaking efforts to achieve a treaty-based prohibition of such weapons," said Norwegian Nobel Committee chairman Berit Reiss-Andersen.

    The committee described ICAN, a coalition of non-governmental organizations in 100 countries, as "a driving force in prevailing upon the world's nations to pledge to cooperate with all relevant stakeholders in efforts to stigmatize, prohibit, and eliminate nuclear weapons."

    The coalition recently played a notable role in garnering support for the historic United Nations Treaty on the Prohibition of Nuclear Weapons, which was adopted by 122 countries on July 7. The nine nations with nuclear weapons—the United States, China, France, India, Israel, North Korea, Pakistan, Russia, and the United Kingdom—declined to endorse the treaty.

    Congressmen Exposing Secret Army Program of Spraying Radioactive Chemicals Over US Cities

    The idea that the United States government purposefully sprayed, injected and fed hazardous chemicals to countless Americans during the Cold War is one “crazy conspiracy theory” that has significant evidence behind it, and three members of Congress are finally demanding answers.

    Democratic Congressmen William Lacy Clay of Missouri, Brad Sherman of California and Jim Cooper of Tennessee all represent areas where Army records reveal that the U.S. government conducted secret testing of zinc cadmium sulfide that included radioactive materials on vulnerable and poor populations.

    Martino-Taylor said she began researching the health effects of radioactive materials and tests on vulnerable populations without consent in St. Louis for her doctoral dissertation at the University of Missouri-Columbia.     More dirt caves in during work to stabilize Hanford nuclear waste tunnel

    Work to fill a Hanford nuclear waste tunnel that partially collapsed started, and then stopped, overnight Tuesday after some of the dirt used to initially stabilize the tunnel began to cave into it.

    The minor cave-in early Wednesday morning was around a box where workers were injecting grout, a concrete-like material, into the tunnel.

    No radiological readings above those anticipated were detected, and none of the workers were at risk, according to the Department of Energy.

    An estimated 650 truckloads are expected to be required to fill the nearly 360-foot-long tunnel.

    DOE still expects to have the tunnel grouted on schedule by the end of the year.

    At 0737 CDT on 10/9/17, Point Beach declared an Unusual Event with Emergency Action Level HU 3.1 due to report of toxic gas from a spill in a service building within the protected area.

    The spill is contained and cleanup operations are in progress.

    The spill was not in a contaminated area or vital area.

    The janitorial worker injured while mixing cleaning chemicals in a closet was taken to the hospital.

      "The CRE is required to be maintained such that occupants can control the reactor safely under normal conditions and maintain it in a safe condition following a radiological event, hazardous chemical release, or a smoke challenge. The station remains in compliance with Technical Specification required action statements.

      "This event is being reported under 10 CFR 50.72(b)(3)(v)(D) and per the guidance of NUREG 1022, Rev. 3, Section 3.2.7 as a loss of a Safety Function. There is no redundant Susquehanna Control Room Habitability Envelope."

    "Seismic qualification testing revealed contact block (CB) chatter greater than 2 milliseconds (msec) contrary to the acceptance requirements of the seismic test procedure developed for the activity.

    This switch has not been provided to the customer, however, a second suspect switch with a similar configuration and parts is installed in the customer's facility.

    "The condition is isolated to when OT2A CBs are configured in an alternating Normally Open (NO) / Normally Closed or Normally Closed (NC) / Normally Open (NO) arrangement.

    The CBs do not exhibit chatter when 3 or less CBs are configured this way. The chatter is not exhibited when configured in a NO/NC, NO/NC, configuration.

    When the fourth CB is added to the switch assembly in an alternating configuration is when the contact chatter exceeds greater than 2 msec.

    "Paragon Engineering has requested TVA Engineering to provide a reduced spectra specific to the installed location for further evaluation.

    Paragon Engineering has not been able to complete this activity within the 60-day period allowed under 10 CFR 21.

    "One suspect switch has been provided to and installed at the customer's facility.

    "On October 13, 2017 at 1700 CDT, Unit 1 High Pressure Coolant Injection (HPCI) was declared Inoperable due to discovery of a leak on a sensing line to 1-PCV-073-0043, Lube Oil Cooler & Gland Seal Condenser Pressure Control Valve.

    The leak is a steady stream located where the sense line connects to the valve.

    More than 400 nuclear bomb factories and powerplants around the world make "routine discharges" of nuclear waste into the environment. Thousands of nuclear waste dumping grounds, many of them leaking, are contaminating soil and water. The production of America’s nuclear weapons arsenal alone has produced 100 million cubic metres of long-lived radioactive waste.

    Greenpeace USA study of the toxicity of the Mississippi River showed that from 1968 to 1983 there were 66,000 radiation deaths in the counties lining its banks – more than the number of Americans who died during the Vietnam war.

    The nuclear establishment consistently claims that the everyday doses from nuclear plant discharges, bomb factories and transportation of radioactive materials are "insignificant."

    "At 1425 CDT on 10/16/17, investigation into a boric acid indication was determined to be a through wall leak at the socket weld that joins the 3/4 inch line 2RC-92 to valve 2RC-8-37.

    Unit 2 is currently in Mode 5 with Reactor Coolant system (RCS) Operational Leakage limits not applicable.

    The leak is downstream of two first off RCS isolation valves that are normally closed.

    The leak is not quantifiable as it only consists of a small amount of dry boric acid at the location.

    This failure constitutes welding or material defects in the primary coolant system that cannot be found acceptable under ASME Section Xl.
