Can one person make a difference? Ask Ben Davis:
California’s Secretary of State approved a ballot initiative November 18 that seeks the closure of San Onofre Nuclear Generating Station and the Diablo Canyon plant.
The initiative was filed by Ben Davis Jr. [who] drafted this and an earlier petition that led to the closure of the Rancho Seco power plant in June 1989.
As drafted, the latest initiative parallels existing state law prohibiting the creation of new nuclear plants until the federal government finds a solution to dispose of radioactive nuclear waste and reprocess spent fuel rods. If enacted, the initiative would essentially shut down the state’s two remaining nuclear plants by stopping them from creating additional waste until a federal solution arrives. [...]
Davis has until April 16, 2012 to collect the 504,760 needed signatures to allow the initiative to go the voters in the fall presidential election. He expected to start the signature drive after the Thanksgiving weekend.

Outreach message re the most urgent issue of all. It's a start. We need to pierce people's psychic numbing and motivate/organize to take to the streets en masse asap. FYI,several student groups are joining up with a project out of Seattle that incorporates students and teachers going to Japan for volunteer work with the disaster – with that intro comes this

if the japanese chernobyl project was taking young people out of the contaminated lands for breaks, do they still do that? if so what areas in japan are deemed suitable? are there special arrangements for food (the most likely source of contamination for young people in belarus etc
other charities also work in belarus, ukraine and russia.. do they all have arrangements for giving young people cesium holidays??

Thank you for contacting me with you concerns regarding the nuclear crisis in Japan. I am following this matter extremely closely, and please be assured that I will do all I can to ensure that the U.S. provides assistance to the Japanese in repairing the damage to their nuclear facilities.
As you know, the earthquake and tsunami that struck Japan on 3/11/11 caused a systemic failure at the Fukushima Dai-ichi Nuclear Power Station. The tsunami knocked out backup power systems that were needed to cool the reactors at the plant, causing several of them to undergo fuel melting, hydrogen explosions, and radioactive releases. Japan requested assistance from the U.S. several days after the earthquake and tsunami.
Please know that the U.S. and other countries have provided, and continue to offer, advice and equipment to the Japanese to deal with the nuclear crisis. Both the Dept of Energy and the U.S. Nuclear Regulatory Commission (NRC) sent advisory teams and equipment to Japan during the immediate aftermath of the disaster at the request of the Japanese government. The U.S. Dept of Defense provided high-pressure water pumps and fire trucks to cool the reactors and contain the damage, as well as the use of Global Hawk surveillance drones and evacuation and medical support. Additionally, the U.S. military provided more than 2 million gallons of water, 189 tons of food, 11,960 gal of fuel, and 100 tons of relief supplies.

I remain concerned that the bldgs and spent fuel at Fukushima, especially the fuel housed within the damaged Unit 4 reactor bldg, may pose a safety risk. On 4/26/12, I wrote the attached letter calling on then-Chairman Gregory Jaczko of the NRC to assess the current conditions of the Fukushima nuclear facility and prescribe steps that would enhance ongoing stabilization efforts. In response to my letter, the NRC has assured me that the facility owner, TEPCO, has taken the necessary steps, including the installation of steel and concrete reinforcement, to ensure that the Unit 4 reactor building is structurally sound and capable of withstanding future seismic events. According to the NRC, the current instrumentation in Unit 4 is fully functional, effectively monitoring water levels, and alerting operators to any abnormal conditions in the spent fuel pool. As recovery efforts continue in Japan, I will continue to closely monitor NRC's assessment of the Fukushima site and ensure that NRC implements necessary safety improvements in the U.S.
As Chair of the Senate Appropriations Subcommittee on Energy and Water Development, which oversees the NRC, I am working to ensure that our nation's nuclear industry and regulators learn all that can be learned from this disaster. Senator Feinstein to Gregory Jaczko: 4/26/12 ..writing to request your assessment of the current conditions at the Fukushima Daiichi site. The bldgs damaged in the 3/11 earthquake and tsunami are still performing critical safety functions, and I am concerned these buildings may not have the structural integrity to withstand future natural disasters. While I appreciate that Japanese regulators and industry are making herculean efforts to address safety risks, I believe it would be helpful for the Nuclear NRC to validate that the most prudent actions are being taken.
The Fukushima reactor spent fuel pools are located about 60 feet above ground. Further bldg damage due to ongoing seismic activity could breach the spent fuel pools, prevent the adequate cooling of the spent fuel, and create a more dangerous situation.
The unit 4 reactor was shut down for refueling just before the earthquake/tsunami, and extremely hot nuclear fuel had recently been moved into the unit 4 spent fuel pool. As a result, the contents of this pool are more radioactive and produce more thermal heat than other spent fuel pools. The unit 4 bldg hosting this pool was damaged by the earthquake/tsunami, and a subsequent hydrogen explosion destroyed the roof and sections of several walls.
I'm particularly concerned that damage caused by the earthquake, tsunami, and hydrogen explosion could threaten efforts to quickly and safely unload the unit 4 spent fuel pool. I understand that TEPCO has…

TEPCO has recognized this risk and plans to begin removing the contents of the spent fuel pools after performing additional work to reduce site contamination. I am aware that TEPCO's inspection of the unit 4 reactor bldg determined that structural reinforcements were not needed, but extra bldg supports were added as a precautionary measure. also, although TEPCO determined that no significant damage occurred to the unit 4 SFP or the nuclear fuel, some bldg debris has fallen into the pool, which could complicate future efforts to remove fuel.
Japanese leaders face unprecedented circumstances at the site. They utilized their substantial expertise to address many safety concerns to date, but the situation is so uncertain that I feel the NRC's independent assessment of conditions at unit 4 would be beneficial. I would appreciate it if you could describe your evaluation of the structural integrity of the damaged unit 4 bldg, the need for additional structural reinforcement, and the ability of the bldg to withstand future natural disasters. Regarding the unit 4 SFP, please assess the adequacy of the cooling system and water level monitoring equipment, and evaluate whether the SFP could be unloaded sooner than the current timeline. Lastly, please describe any steps you would offer for consideration that could enhance ongoing efforts to stabilize the site.

Is the food you eat grown in California?
Well if you want to keep it from being exposed to radiation from San Onofre we have to get public officials to realize the risk not just to California but to the nation's food supply. That is why I sent a letter and I live in the midwest.

“That body of work was called into doubt in mid-March, when lawyers for the Department of Energy (DOE), which contracts with scientists from the U.S. Geological Survey (USGS) and elsewhere, discovered that USGS employees working on Yucca Mountain’s hydrology may have falsified documentation of their work. The allegations came with the discovery of e-mails that discuss possible misrepresentations and falsifications. As part of a standard review of materials relating to the licensing for the repository site, the Nuclear Regulatory Commission (NRC) requires all nonconfidential documentation be posted online. Sources from USGS say that 20 e-mails are in question, sent between 1998 and 2000, by USGS scientists working on models of water infiltration at the site.
“The House of Representatives Subcommittee on the Federal Workforce and Agency Organization released some of the e-mails, from DOE and Department of the Interior (DOI) sources, on April 1. In their correspondence, unidentified scientists wrote about making up dates for when models were installed on their computers to fulfill “quality assurance” procedures.

Post-closure Geohydrology Disqualifies the Site
“The discovery of atmospheric nuclear bomb-pulse chlorine-36 in fracture coatings in and below the Exploratory Studies Facility at the Yucca Mountain site has provided convincing evidence that infiltrating fluid moves rapidly through fractures in Yucca Mountain from the ground surface to the water table. This is in direct conflict with the DOE's original unsaturated zone flow model and has caused the DOE to change its model from one depicting flow dominated by very slow movement through the rock pores to one in which rapid fracture flow dominates. The State has been advocating and developing such a model for a number of years and, as a result has determined that the Yucca Mountain site cannot meet the groundwater travel time requirements of the DOE's Part 960 siting guidelines and NRC's licensing rule, 10 CFR Part 60.
“The Guidelines for site recommendation state: ‘A site shall be disqualified at any time during the siting process if the evidence supports a finding by the DOE that a disqualifying condition exists or the qualifying condition of any system or technical guideline cannot be met.’ 10 CFR Part 960.3-1-5.

“The chlorine-36 data indicate that the groundwater travel time through the fractured unsaturated zone of Yucca Mountain can be as little as 50 years and probably much less from the underground repository disturbed zone to the water table. The DOE total system performance assessment agrees with the fast travel time and further acknowledges that the fractures are "likely and significant" radionuclide pathways. An April 23, 1998 DOE presentation to the Nuclear Waste Technical Review Board stated in regard to the unsaturated zone,
