    Fuel Residue Found In Fukushima Unit 3

    TEPCO has announced that they have found what they believe is fuel residues inside the pedestal area of unit 3. The first day of inspections with the swimming robot found debris inside the pedestal near the doorway. Efforts were then stopped to reconsider further inspection efforts.

    The second day of work has taken place and what was found looks very similar to what was found in unit 2. A section of the control rods is missing as is the metal floor grating below the same area. Dark “dripping” materials are seen adhering to some nearby surfaces. TEPCO assumes this is residue from the molten fuel and melted steel. Evident inside the pedestal area is a pale colored thick substance that has adhered to solid surfaces. This same material is seen throughout the area of the containment structure inspected with a scope earlier. Now this same material is found inside the pedestal area.

    The material has smooth thick edges making it unlikely to be rust, though there are considerable areas of rust inside containment. This material also does not match any known material from previous reactor meltdowns or melted fuel (corium) research. TEPCO makes no specific mention of this substance. …

    July 22, 1992: WASHINGTON — Nearly half a century after the first atomic weapon exploded in the New Mexico desert, the House of Representatives has approved legislation that would open the nation’s first defense nuclear waste repository in the same state.

    Over the objections of Rep. Bill Richardson, D-N.M., the House voted 382-10 to remove 10,240 acres surrounding the Waste Isolation Pilot Plant from public use.

    “Yes, it’s going to open,” Richardson said. “I realize that somewhere along the way the leaders of New Mexico made a dumb decision. A lot of New Mexicans don’t want this.”

    The government hopes to begin experiments with storing nuclear waste at WIPP as early as the end of this year, after the House legislation is reconciled with a Senate bill and if the resulting legislation gets final approval by both chambers and President Bush.

    … “What about the people of New Mexico?” he shouted in a speech to his colleagues. “We are becoming the garbage dump of the country.”

    No easy answers for stabilizing Hanford radioactive waste tunnel

    The Department of Energy has come up with a range of options to protect the public and environment from the threat of collapse of another Hanford waste tunnel.

    But none of them is perfect.

    DOE discussed the options with about 50 people attending a public meeting and more listening on the internet Thursday night in Richland. It is required to tell the state Department of Ecology which it proposes to pursue by Aug. 1.

    The concern was triggered by the partial collapse of a storage tunnel at the nuclear reservation’s PUREX processing plant discovered May 9. It holds eight rail cars with old equipment contaminated with highly radioactive material.

    The state ordered DOE to assess the structural integrity of a second, longer PUREX waste storage tunnel built a few years later in 1964. It holds 28 rail cars holding radioactive waste.

    The results of the assessment were not good.

    Tunnel No. 2 was built with materials that included corrugated sheets of steel, concrete girders and steel I-beams, rather than the timbers that were the primary building material of Tunnel No. 1.

    But it still is at serious risk of collapse, the assessment found. …

      DOE now is considering options to either prevent a collapse of the second tunnel or protect people and the environment from a release of airborne radioactive particles in the event of a collapse.

      Factors being weighed for different options include cost, the level of protection offered and whether the proposed fix would interfere with eventual permanent cleanup of the tunnel. DOE also is considering how long options would take to complete as the threat of a collapse looms.

      No option has yet been picked, said Al Farabee, who spoke for DOE.

      Least expensive would be to pull a heavy sheet of plastic over the length of the 1,700-foot tunnel, Farabee said.

      That was done as an immediate measure at Tunnel No. 1, mostly to keep rain from seeping into the eight feet of soil piled on its roof and adding to the weight on its timbers.

      But the plastic might only last for a matter of months, he said. …

        Different styles of tent covers are being considered, which also would be relatively low cost. While they might control the spread of contamination in a tunnel collapse, they would not contain it to the tunnel.

        A pre-engineered steel building could be built over the tunnel, but it has the potential to trigger a collapse of the tunnel during construction, according to DOE.

        Two options to fill the tunnel are being considered, with an additional new one proposed during the meeting.

        Filling the tunnel with expanding foam would help stabilize the tunnel and provide contamination control. But the method has been considered at other projects, including for the glove boxes at the Plutonium Finishing Plant, but not used because the foam presents a potential fire hazard, Farabee said.

        The tunnel also could be filled with a concrete-like grout, the stabilization method already planned as an emergency measure for the first tunnel. The state supports the plan at the tunnel that already has partially collapsed.

        DOE said it could later saw the grout and the waste in the tunnel out in pieces for permanent disposal.

        But the approach was met with skepticism by some at the Thursday meeting. Sawing through rail cars would be difficult …

          A better option might be to fill the tunnel with sand or bentonite clay that would not have to be sawed out, said Scot Adams, a Kennewick environmental scientist and geologist. He’s familiar with the second tunnel after inventorying its contents in the 1990s for a Hanford contractor.

          DOE knows that flowing grout around the equipment in the tunnel to fill most of its space should be doable, based on experience with grout at other Hanford projects, Farabee said.

          Adams said the 17 inspection holes along the tunnel should allow particles of bentonite to be blown into the tunnel.

          DOE also is considering a controlled collapse of the tunnel, preempting any future collapse and filling any air space within the tunnel. But it could be difficult to to control contamination and protect workers during the collapse, according to DOE.

          DOE also could move to a permanent solution, retrieving the waste from the tunnel. However, it would be a multi-year effort, requiring significant planning, Farabee said.

          DOE has another deadline on Oct. 1, when it must propose a plan to the state for permanently cleaning up the waste in both tunnels.

    Public at risk for what’s blowing in the wind via West Hawaii Today

    Depleted uranium (DU) is seen as an emerging environmental pollutant introduced primarily by military activity. The previous use of DU within Pohakuloa Training Area (PTA) followed by repeated live-fire exercises, as are currently occurring, provide a serious threat to public health.

    The 133,000-acre PTA is located on the Island of Hawaii in the saddle between Mauna Kea and Mauna Loa. Repetitive shelling, starting in the 1960s in areas of PTA where DU use is known to have occurred in the past, is well documented and presents health risks due to resuspension of dust, potentially contaminated by DU and its oxides.

    The risks to those, who may be exposed to contaminated dust through use of the Mauna Kea County Park, Girl Scout camp, Army garrison, and the road adjacent to PTA, need to be measured and addressed. Children, especially, are known to have higher risk as they breathe more rapidly and deeply than adults, may also ingest dust, and have a longer exposure as it takes them a longer time to clear DU. A Pentagon briefing on uranium munitions cites serious concerns for children due to resuspension and long distance redistribution of DU oxides being deposited on playgrounds, schools and backyards and also entering the food chain via cattle grazing on contaminated crops.

We must be clear that the greatest risk would be from DU and DU oxide dust particles, not from chunks of DU as postulated in previous claims. Inhalation is the primary source of risk from DU to the people of the Big Island.

      To give a blanket acceptance of the status quo in the name of national security would lead us down a slippery slope of unethical experimentation. This unethical argument was raised during the Nuremberg trials and occurred again during Cold War hearings of the US Congress in 1994. The latter hearing strongly pointed out that mass exposure of communities to unknown risks without their consent is just as “experimental” and unethical as if it were done to individuals in a clinical setting. To be ethical, the rules of informed consent must be followed – with each individual deciding for him or herself if they and their families are to be exposed.

          The radioactive element, once heavily used in the making of gas light mantels, can now be found in contaminated superfund sites across the city. One of those sites also happens to be the long-delayed and much-anticipated DuSable Park in the downtown Streeterville neighborhood. While the park is on the Chicago Park District’s website, it has not been programmed or developed in any way. Now, 30 years after its founding, the park is set to finally be cleared of its radioactive waste, enabling its development into a usable public space.

          Located at the mouth of the Chicago River, immediately east of Lake Shore Drive, DuSable Park is named after the first non-native settler of Chicago, Jean Baptiste Point DuSable. An African-French-Haitian, DuSable was born on the island of Haiti around 1745 to a French mariner and a slave. After marrying and starting a family with a Potawatomi woman, DuSable settled at the mouth of the Chicago river. There he maintained a successful trading post and farm.     US Lawmakers Support Bill That Would Make it Illegal to Boycott Goods and Services from Israel

    The Israel Anti-Boycott Act, sponsored by Sen. Cardin, supported by 45 Senators and 237 congressmen, will criminalize the boycott of goods and services from the state of Israel.

    If American citizens happen to defy this law, if approved, they will be fined a minimum of $250,000, and a maximum of $1 million plus 20 years in prison, designated for persons "engaged in interstate or foreign commerce."

    The bill is said to be purposed to countermand a potential UN resolution that will prevent trade with East Jerusalem, the West Bank, and the Golan Heights. The idea behind the bill would be to prevent any American from joining the fray.

    The ACLU takes exception to the bill, saying it's a direct violation of the First Amendment.

    “In short, the bill would punish businesses and individuals solely based on their point of view,” it wrote. “Such a penalty is in direct violation of the First Amendment.”

    The bill, rumored to have been written by the American Israel Public Affairs Committee (AIPAC), has garnered widespread bipartisan support. Finally, Congress has found something they could agree on.

    They say they have to cool the reactor cores for 10 years. Is MOX that much faster cooling? Know less than about MOX than most. I read that the plutonium slows down reactions…

    But 90 degrees? It's that hot in the ambient air. I'm not a scientist, but it doesn't seem right, and a lie would be lost in the ubiquitous multitude of lies

      In general plutonium means isotopes of plutonium which there are 6. Cesium would be another example, there are 4 but one is stable so that leaves 3 being radioactive.

      Along with all the other newly manmade radioisotopes being created and building up including some plutonium, they interfere with the reactor fission process by absorbing the much needed neutrons so they remove a 1/3 of the fuel rods every year so no fuel 'burns' (undergoes fission) for more than 3 years. After 3 years it is called spent because it can not burn as hot as it did when new/fresh.

      Unit 3 had 1/3 of its load as MOX entering its first cycle of use. Instead of all uranium, MOX fuel is made up of fissile Pu at 7%, with 93% fissile uranium. MOX is inherently unstable and no more the half the core is ever loaded with MOX fuel. Usage may also be curtail (not the full 3 years) because of specific off-gassing absent in typical U fuel rods.

      TEPCO might pull numbers out of their ass, no telling how they arrived at how long melted fuel needs to cool down, in this case Pu in the MOX fuel.

      Found this little gem. "Although MOX fuel can be used in thermal reactors to provide energy, efficient fission of plutonium in MOX can only be achieved in fast reactors.["

      Apparently MOX fuel is only produced so after it is spent, the remaining Pu is not recoverable.
