Arnold Gundersen, Nuclear Engineer: At Reactor 2… the conclusion is that fine pieces of nuclear fuel have escaped the containment and are lying as a powder on the bottom of the torus room.
At ~14:00 in
Gundersen: The particles escaped the torus… that’s what’s fascinating… these are outside containment… it’s quite clear that the junction between the torus and the dry part of the containment failed.

Normally, as long as you keep it underwater the nuclear poisons can't get airborne. On the other hand, the containment water is leaking into groundwater.
I think this is the first time I've heard that nuclear fuel from the reactor #2 is confirmed to be outside of containment because of high readings from the flooded torus room basement floor. Cooling water leaking from containment is one thing but nuclear fuel laying outside containment is something else.

When they first went to the torus catwalk this was obvious, and I stated it here on ENE News. The dose rates will never lie about the situation. There is powdered flakes and particles of fuel laying all over the place. The torus is normally a low dose rate area. When they first found high dose rates at the door it could only be caused by one thing. The flakes and fuel particles are mostly lying under the water, and if it was drained the entire area would be unapproachable because of the dose they would emit.
When the fuel becomes overheated and the zirc fails then it becomes very easy for fuel particles, flakes and dust to go wherever the water goes. That is the situation in the torus in #2 and all over the site. The leaks into the ocean also contain fuel fragments. It has gone everywhere.
A number of times when I was at operating plants there would be the discovery of increased radioactivity in the primary water. This would almost always mean that there was a small pinhole leak in one fuel rod. They would go into a shut down if the leak appeared to be of significant size. When we would go in the building after it shut down it was not all that uncommon to find some of these small, but very radioactively hot fuel fragments out and about wherever primary water had traveled and leaked. And that was from a very small pinhole leak.
Multiply that by millions with complete fuel melting, very sad.
