Harutoshi Funabashi, a sociologist at Hosei University who led a critical examination of the recovery efforts by the Science Council of Japan […] and other critics say Japan should consider other options, including the tactic adopted by the former Soviet Union at Chernobyl of essentially capping the shattered reactors in concrete and declaring the most contaminated towns off limits for a generation.

Japanese officials said the large amounts of groundwater under the plant mean that just covering the reactors with concrete would fail to contain the spread of radiation. They also said giving up on a large portion of Fukushima was not an option in a densely populated country where land remains a scarce commodity.

But they also suggested that the reason for eschewing a Soviet-style option may be the fear that failure could turn a wary public even more decisively against Japan’s nuclear industry.

“If we just buried the reactors, no one would want to see the face of another nuclear power plant for years,” said Shunsuke Kondo, chairman of the Atomic Energy Commission, an advisory body in the Cabinet Office. […]

    Only an idiot would consider nuclear. Three Mile Island and Chernobyl showed the world that. As for Fukushima, it can't be undone, and the radiation can't be contained or stopped.

    Hard to believe that in the face of this crime against humanity, anyone would still hope for the continued use of nuclear power. Regardless, the plant is built on porous sandstone (thank you Westinghouse/TEPCO/Japan) and covering it with concrete would do nothing.

      @Jack … it was not Westinghouse, it was General Electric, the atomic Hobbyhorse, who designed the Fukushima plant, supplied the under-designed containments for Units 1 – 3, and designed the other units. Place your blame squarely, where it belongs, on GE … where executives pushed forward with this crappy BWR design (fool pools up attic, reactor pressure vessel full of holes to let in the control blades, etc. etc.) even after their in-house experts revolted en masse (3 GE VP's quit the company over this issue in the mid-1970's) because these engineers knew the design was shit, and wouldn't stand up, and the emergency core cooling systems (ECCS) were a sham and bogus, and looked the other way when the Unit 1 steam dryer was found to be installed upside frickin' down …

      And GE has nothing to say about the toxic cesium gas it has caused to be unleashed upon an unsuspecting and gullible world … which burns at the atomic level, is water soluble, persistent in the environment, and threatens to wipe us all out, slowly, inexorably, while stoking the demand for cancer imaging systems which GE also just happens to sell, so that the bastards who gave you your cancer can take the rest of your money while they let you see yourself die, on digital tv, from a disease they infested you with.

      It is starting to look like the Nazis, with their more efficient methods of liquidating unwanted parts of their population, were actually more humane than GE.

    That would be convenient for the first 20 years of the 1000 year maintenance, but we can't put Fukushima Daichi under concrete because the underground leak of radioactive materials into the water would still exist. Concrete over the reactors would kill any chance of fixing the problem.

    People, even the specialists, still don't grasp the gravity of the situation. They are not thinking clearly if they come up with ideas like pouring concrete over the reactors.

      Cause I don't, and Im an optimistic person
      but they can seal it, might not be easy

      I believe that was the usa recommendation in 2011
      bury it.

      They can't go on with the water much longer

        I don't think they can fix this. In our arrogance as a species we thought that there was nothing we can do to break the planet. Well we finally broke it. It's kind of like the vase that children break when the parents aren't home. You may try to put it back together with Krazy Glue but the cracks will still be noticeable and the vase will never hold water again.

        We will be judged by God and the angels for what we have done. The horns will sound. Judgment is coming.

    Ironically what needs to be explained to these so-called specialists is that The Earth has been shot with a radioactive bullet that has penetrated the flesh to the bone, and the bullet and shrapnel will cause an infection that will slowly kill the planet if the bullet is not removed.

    The esteemed nuclear engineers cant design a plant that is fail-safe, they are always breaking down. Then when something really goes wrong like blow up or melt down, which happens every 10 or 20 years, they cant fix it, or dont even know whats happening. What happens next is that entire countries become polluted and land becomes uninhabitable. YET THEY STILL HAVE THE AUDACITY TO CONTINUE. I wouldnt let a nuclear engineer design a tricycle, they have no common sense. The Obama and all the others support this, taking tax money from the public. Thats not the end of it. A few people realize whats going on BUT THE MAJORITY OF THE PUBLIC wont listen. I cant imagine a crazier species. Let humans self exterminate, they just bring pain and suffering.

    After all this mess, they're still worried about that? The <i>image</i> of nuclear power?
    Are they serious??
    They really want to turn their reactors back on, don't they?

    Trying to keep the Japanese public (and the rest of the world) in the dark about what's happening at Fukushima, the whole freakin' media blackout, trying to make it look like everything is okay, all the lies, trying to sweep everything under the rug, etc, etc, etc..

      On the other hand a big huge mountain of concrete covering a nuclear reactor…that's just such an obvious, ugly admission of the pitfalls of nuclear gone wrong…can't have it!

    You know, I sometimes wonder about all these anti-abortion laws and anti-family planning measures. Once the really terrible effects of radiation become more commonplace and there are more infants who might have no fully developed brains or that might be described as jellyfish-babies begin to happen…all these laws will have to be changed back to allowing safe abortions for the sake of decency and well…. you know.

      I think that they do allow abortions in Japan (someone can check on that — I'm not actually sure.) It's beyond cruel to force a mother to bring a seriously deformed child to term.

      But I also think that in Japan (I read it — I don't have first-hand knowledge, admittedly) they kill such babies at birth and don't even put it in the statistics, much less show the child to the mother. By now, I would think that there is a lot of "anecdotal" evidence out there, but no one is interviewing young mothers. It has to be terrible for them knowing that they cannot safely bear a child.

      But all of northern Japan at the least is there now. Even if a child looks normal, the grandchild has a WROSE chance and so on. That's the way generational damage works with radioactivity.

    Chernobyl was never really capped, the structure they built over Unit 4 there had openings big enough to drive a VW bug through and birds fly in and out all the time. The Russians sort of lucked out because the internal shielding sand and sand dumped in to put out the ensuing fire melted (vitrification) and helped encase any fuel left behind as a glass like substance and became air-cooled. The rush now is to complete the new structure because radioactivity is breaking down the vitrified fuel melt and turning it to dust which can blow away out of the old structure. Plus the old structures are beginning to fall down helping spread fallout again.

    Fuk-us still has to cool before being capped. What is left of the melt is like spent fuel without shielding. If areas of the melt fizzles every once in a while then cooling down has to start over in that spot again. A concrete cap will need pipes running inside to carry off heat and sensors for monitoring. Probably sand with boron, lead then a concrete cap. Any missed or unreachable fuel melt gets eroded and flushed to the sea unless by some miracle the contemplated ice walls work.

    All SFPs need to be emptied and that will be a trick within itself.

    No hurry to unload Units 5&6 huh? Do they still want to restart them?

    500 tanks is now 1,000 in the tank holding farm. A major quake would wipe them out like a bowling ball hitting pins as Unit 4's SFP splits wide open.

    I really can't imagine the so called event taking place in November as the radiation is getting to the point where the workers won't be able to even work there or the area will just be evacuated. So in the meantime we will just examine the situation to death while it gets worse.

    I think they created this removal of the spent fuel rods as a way to buy more time.

    The plan all along was to make it an impossible situation and to be able to say "There's nothing we can do".

    For a country that is in such dire straits, you would think they would "open the books" to the outside world but their cries of needing the world's help merely amounts to "We want your money and we will set the agenda".

    Piling massive amounts of concrete on top of that porous foundation sounds like a real winner.

    Groundwater doesn't matter.
    Pound in two Impermeable Walls in a rectangle around Units1-4, 100' apart, 100' deep.
    Excavate and fill with reinforced concrete.
    Solid foundation will stop flow of groundwater.
    Pour grout to fill 3 corium lava tubes.
    Fill Torus basements and wet wells with grout.
    Fill containments with grout.
    Fill SFPs with grout after removing any intact fuel assemblies.
    Build a sarcophagus over Units1-4.
    We are fighting for all life here on Earth.
    Shouldn't we at least try to do something about it?
    Might as well try to build a Sarcophagus.

    (TEP.gov: Forget restarting nuke plants. The people utterly rejected that option the instant #3 blew up.)

      Well, people. Human history is about people trying to scratch out a living on the land, while the landowner built castles, and the king goes to war with other kings. Human civilization failed. So? Throughout the universe, millions of civilizations have failed. Because most civilizations rise up only to kill themselves off. Perhaps Universal Consciousness will yet intervene to save us. Perhaps UC will simply whisper the right words into the right human ear, at the right moment, and we will be able to save ourselves.

      The sarcophagus was obsolete at Chernobyl even before 26 years elapsed. The cesium levels haven't decreased. I don't think we are getting the whole story of Chernobyl. Even outside the exclusion zone people are suffering and dying of radiation poisoning.

    Just when you thought things couldn't get worse, here's today's latest incredibly stupid stunt: a crane collapsing onto reactor building 3. The collapse starts around 1.30.

      After the collapse is that dust or steam that seems to cover the area, note the workers on the reactor.

    • IMO – The crane is not 'collapsing' as in, falling down.

      It does not hit Reactor 3.
      It does not 'hit' the ground.

      If you watch the youtube user 'fuku1long' the recording is only at 2x speed instead of 20x speed.
      The 20x makes it look more dramatic.

      They frequently bring the cranes down for maintenance. The cranes can actually fold up.

      I have indeed seen a crane topple and crumble at Fukushima via the web cam forum.

      I am just speculating, but I think the dark suit guys get to do the really dirty work.

        So, according to Tepco it was a gradual lean casued by a crack, and not a collapse at all.

    U.S. Department of Energy, Argonne National Laboratory, Nuclear Engineering Division:

    “We perform experiments simulating reactor core melt accidents in which molten core debris (“corium”) erodes the concrete floor of a containment building. This occurred during the Fukushima nuclear power plant accident.”


    They found that corium lava can melt upwards of 30 cm (12″) of concrete in 1 hour.

    Here are a few links showing what they know about the locations of the melted fuel at Chernobyl. The flows have been mapped over the years. The only thing unknown is how much fuel remains in the building and in the melts. The reactor itself was found to be completely empty. The underground tunneling beneath Unit 4 there was never used when they realized the melts spread out within the building and never made it through the lowest floors.
