Those pesky CHILDREN again.
The Ministry of Education was just following the ICRP recommendations last year when it jacked up limits from 1 mSv to 20 MSv/yr. Once measurements fell below 1 mSv, the Ministry promptly lowered *their* limit back to 1 mSv and apologized. NHK deleted all the reports of it ever being raised to 20 mSv, so it's like it never happened.
After all that effort by the ministry to apologize and cover-up, you think the kids would be a little more careful. It's almost like they want to FORCE the government to raise the limits again. Why don't those children stay in their little lead-lined underground shelters like they're suppose to? It's more than twice as hot as Chernobyl's evacuation zone (10 mSv vs. Chernobyl's 4.5 mSv/yr @ .5 uSv/hr) yet those darn kids insist on surface activities. No wonder they're getting such a high dose!

On June 11, 2012, 1324 people from Fukushima Prefecture filed a criminal complaint against Tokyo Electric Power Co. Chairman Tsunehisa Katsumata and 32 others, accusing them of professional negligence resulting in death and injury, arguing they were responsible for causing the nuclear disaster at the Fukushima Daiichi Power Plant and the exposure of the plaintiffs to radiation.
In the written complaint filed with the Fukushima District Public Prosecutors Office, the complainants said the 33 neglected to take disaster countermeasures, despite the frequency of earthquakes in Japan and indications by experts of the possibility of tsunami. They also argued that the officials failed to release evacuation information appropriately, which led to residents' exposure to radiation.

The 33 include TEPCO Chairman Katsumata, former TEPCO President Masataka Shimizu, 13 other TEPCO officials, Nuclear Safety Commission Chief Haruki Madarame, and 3 Radiation Health Risk Management Advisors of the prefecture including Shunichi Yamashita, Vice President of Fukushima Medical University.
"By holding them accountable, we will carry out our responsibility to the next generation," says Ms. Ruiko Muto, leader of the complainant organization. "I hope our action will lead to reuniting our bonds disrupted by the disaster."
They plan to file the second complaint where people outside Fukushima Prefecture can join the complainant. The dedline for joining is the end of September 2012.

ForwardAssist: Wow. It's good to have the link, (now bookmarked). I viewed the first then others. My mind/heart (mostly heart) 'yanked all over the place'.
I have a personal weird awareness of places like the abandoned babies + mental hospital. When I was a child (this is unbelievable) the parents of me and other young school children decided to take us on a field trip far enough so we'd have the "treat" of going to a different state. The closest place of interest I guess from their p.o.v. was a 'permanent care institution'. I had nightmares for a while. I can still see rows of children in beds – all ages through adolescent with a wide range of conditions disturbing to see.
(Weird too – infamous field trip destinations of my childhood, there were several, popped to memory via Bayou Corne. One of our trips was to an underground salt mine!)
Back to the unspeakable agony we're able to witness via the footage. We *should* witness, IMO. These are the strongest statement I can imagine to rouse anti-nuke awareness!
Also: TEPCO and other 'deciders' of govts, govt agencies, and corporations should be forced into an assembly and shown these!
Also: Americans viewing need to know – conditions such as external organ location are AMONG HARMS THE AMERICAN MILITARY DELIVERED TO FAMILIES IN FALLUJAH IRAQ. If we don't object, and Allies support the US, they may do the same for families in Iran!

What caught my eye and irritates me above is where he says how we have to pay for the storage, reimburse the nuke industry for storing the wastes. I bet Fukushima people take pleasure in reading, discovering and knowing that happens. If the same applies in Japan, Fukushima is about a customer getting screwed, mutated, killed, and screwed again apparently by their local service provided.
I would be insulted if I was a Fukushimite(?)(Fukushinian??) learning of this information in tandem with the news of the 47% point spread of thyroid issues for all little Fukushima girls.

Anthony: "Recycle the good stuff", eh? Just like that. And categorize the rest of it as "short" or "long" term storage and tuck it away. Easy peasy. No problemo.
I've had Fallujah deformed babies in my head for over a year. Earlier this evening I viewed a few YouTube post-Chernobyl "life during, since and now" videos (link to one is above). Saw the "same" babies, far too many, some with brains and organs located in 'sacs' *out*side their bodies, inoperable.
And now the Japanese wait for emergence of same out of Fukushima – there will be some. And 2nd, 3rd generations haven't had time to experience malformations such as we know happen in subsequent generations.
Chernobyl videos also had *many* young teens waiting to see how well they may recover from their thyroid cancer – if at all. Young children at time of disaster. "Chernobyl heart" deaths are also common among youth. If it weren't for an international team that flies in and performs about 300 heart surgeries a year there would be more. There are so many "C.heart" children the fly-in team can't treat them all, so the others die. Beautiful young faces revealing strong young minds – most are dying.
The WSJ commenter has no idea. None. A true believer that technology and science will meet the challenges before we do ourselves in with immense suffering along the way!

Thanks, Forward Assist, for posting up "Chernobyl Heart". I saw this 2002 documentary five years ago and wondered where it disappeared. I noticed the film's geiger counter when it hit around twelve thousand CPM (1000x normal background) within view of the sarcophagus and remained at that level as they drove alot further away, indicating the whole area around has been fried. Some of the readings much further away from Fukushima are higher than this however. I think there was one at 2000x normal, forty miles out from Daiichi, just recently.
The thyroid cancer spike in Belaruss was huge in the teenagers who were very young in 1986, so the very youngest Japanese children and in utero at time of 3/11/11 disaster will manifest tumors later in large numbers similar to Belaruss. Already thyroid lumps appear in many Fukushima children.
I dare the nuclear fission technopaths around the world in the US, Britain, Russia, China, Vietnam, Israel, France, India, Pakistan, Australia and Iran to watch Chernobyl Heart all the way through.
