LA Times: Top NRC official in Japan compared Fukushima to ‘never-never land’ — At same time, US warned France about publishing ‘extremely high’ radiation doses for infants in Tokyo

Published: February 23rd, 2014 at 11:14 pm ET

Los Angeles Times, Feb. 20, 2014: On March 18, 2011, an official from the U.S. Nuclear Regulatory Commission named Chuck Casto called together the NRC delegation on assignment with him in Tokyo. “We’re in never-never land,” he told them. […] “Never-never land” barely did justice to the situation. Casto and his team had been flown to Japan to help deal with the crisis, but all that they knew was that the Japanese government and [Tepco], were at an almost complete loss about how to deal with the catastrophe […] These events and more are meticulously reconstructed in “Fukushima: The Story of a Nuclear Disaster” […]

Here’s what was also going on behind the scenes at nearly the same time as Casto was comparing the situation to ‘never-never land’:

Conference call with HSE (UK), CNSC (Canada), IRSN (France), ASN (France) & NRC (pdf), March 17, 2011: […] IRSN stated that they plan to put this entire simulation […] on their IRSN website (publically available) in the next 6-12 hours […] IRSN stated that this simulated data shows that for a 1-yr child, the estimated thyroid dose in Tokyo would be between 0.1-1 mSv [millisievert] thyroid uptake (inhalation only) […] (US, Canada, and UK) stressed to the French that these estimates appeared to be extremely high for a child inhalation dose. We stressed to the IRSN that great care should be given in providing the assumptions […]

Thyroid doses for a 1-yr child in Tokyo would end up being many times the French estimate:

Radiation Dose Estimate Report Tokyo, Japan for Child between the ages of 1 and 2 years (pdf): [US] Department of Defense estimated whole-body and thyroid radiation doses […] over the period from March 12, 2011 to May 11, 2011. […] Tokyo, Japan; Child between the ages of 1 and 2 years, your radiation dose estimates for the 60-day period are: […] Thyroid Radiation Dose Estimate: 1.40 rem (≒ 14 millisieverts)

Asahi Shimbun, May 24, 2012: The WHO […] thyroid gland dose estimates for 1-year-old infants were […] 10-100 millisieverts in Tokyo and Osaka. Tokyo sent health ministry officials to the WHO headquarters and went through diplomatic channels to call for revisions. “The figures are just impossibly high,” a government official said at the time. “If they are released, that will not only arouse unnecessary anxiety among the Japanese public but also serve as negative publicity.”

Assuming POTR Blog's sources are credible, if you are in NM you should be calling the Governor's Office and your Congressional Delegation asking for an evacuation plan and state and federal esponse. That will get their attention. Staff of these offices are often blissfully unaware. Part of you job becomes educating them.

Criminal that any government east, or west would allow this to happen to its children. What is particularly tragic, is that these governments could have, and should have, prevented this from happening!

Reported on the 14th June 2013:

“1.19 million becquerels/kg of radioactive iodine detected on leafy vegetables near Fukushima Medical University in March 2011. Being aware of this high radioactive iodine detection, Fukushima Medical University distributed potassium iodide pills to the doctors and nurses. The report points out that potassium iodine pills were not distributed to local men, women, and children. This university is located just south of Fukushima City.”

26th June 2013 – This scientific report indicates that the amount of long lived radioactive Iodine I-129, released during the early stages of the Fukushima Nuclear disaster, was 31 times greater than the short lived radioactive Iodine I-131. Unlike radioactive Iodine I-131, which has a short half life of 8 days, or an environmental presence of 80 days +, radioactive Iodine I-129 has a half life of 15.7 million years. This study does not take into account any radioactive Iodine releases since then.

The bio-accumulation of any type of Radioaction Iodine poses a serious health problem for animal and human populations.

Informed parents, would have made the correct choices to keep their children safe, and healthy.

Officials responsible for this outrage should be held accountable, and

A responsible leadership would have acted decisively, and not allowed this to happen.

The only conclusion that can be drawn is we have a seriously ill leadership that lacks compassion. Their gods are power and money, their actions speak louder than words.

    'Unnecessary anxiety'? Surely justifiable anxiety.
'Cause negative publicity' ? You don't say.

    • humptydumpty humptydumpty

This demonstrates the despicable attitude of the Japanese Govt toward the welfare of the people as well as an abdication of officials' responsibility to inform the public. Negative publicity should not even be a concern! That appears to be the traditional "saving face" imperative taking precedence over protecting the health of innocent children.

      • We Not They Finally

Saving face? Their faces are already scarred and marred and sliced and diced beyond recognition. Go hide your faces in a underground prison and don't ever again come out. Let no one ever see your filthy faces again.

  • humptydumpty humptydumpty

Chuck Casto's characterization of his situation consulting for Tepco at Fukushima as being in Never-never Land is a misuse of the term, which according to Merriam Webster means "an imaginary place without problems".

I think what he really meant was that the situation was impossible to deal with, and he used the term to imply that they will NEVER NEVER be able to contain the deadly poisons spewing out into the environment. IOW it was (is) a hopeless case.

That observation which has been borne out in the subsequent 3 years of continuing disaster, following the previous Chernobyl disaster that still hasn't been contained after 26 years, must bring all citizens to finally realize that nuclear power is hopelessly unsafe and extremely dangerous to life on this planet and therefore it must be shut down. No other conclusion is possible.

    • humptydumpty humptydumpty

No matter how forcefully the Japanese Govt tries to muzzle the medical professionals and the press, the negative publicity will eventually come forward, and serious charges of negligence will be made against these officials.

I hope the same will happen to all the co-conspirators of the U.S. nuclear industry and its military component that have demanded a continuation of this death-dealing monstrosity in the name of "security" and "cheap energy".

All of these perpetrators must be held to account for their crimes against humanity and all life. This horrendous regime must be brought to its knees, tried and punished by an international tribunal.

      • CodeShutdown CodeShutdown

"tried and punished by an international tribunal." …I Got it! The various courts at the Hague! First, they can go back for the Chernobyl gang. CHernobyl presents the inevitable impact of negative publicity, like you say. I think that never-never land meant "la-la land," a place of endless denial. But how one looks at real actual physical readings every single day ongoing, it's killing their own people, yet they are still in la-la land, is beyond mental illness. It calls for prison terms and throw away the key.

Hence the nervous forced laughter by former NRC Chairman Jackzo when posed with the questions as to whether any children were being harmed by 311/Fukushima 🙁 …..We'd talked about this and specifically wondered if he would have the same stance if it were his children or those of a loved one and referred to him as one of the worst of those whose legacy would likely include crimes against humanity for his top level activities following 311. We know that he had a change of heart & position on US nuke plant issues that led to his ouster by the vultures he used to (appear)to lead. IMHO he read and "felt" what was said of him right here in these threads. I hope so anyway & I wonder what's become of those babies from March 18,2011 "never-never land??!! 🙁

    DO THE MATH . . .

Cesium irreversibly wrecks thyroids. It's created from nuclear reactors, and spreads around the globe after nuclear accidents.

The nuclear scientists WILL NOT stop the leaking cesium from the nuclear plant in Fukushima.

More than a leak, the cesium is spewing profusely, day in, day out, non-stop, 24/7.

And btw, there are safe technologies that create electricity.

I wonder if Mr Obama's attempt to introduce universal health care is a result of a similar conclusion? One would then think how he possibly came to his conclusion?

      • PurpleRain PurpleRain

I doubt it. The people who own the nukes also own all the medical hospitals/equipment and nuke whatnot that is used in medicine. They want to get (kill and rob) people both coming and going.

        • atomicistheword

PurpleRain, but your dealing with 2 snakes…

          1. Atomic radiography
          2. The insurance industry

Convincing Mr Obama to adopt universal health care gets rid of snake number 2, meaning MORE investment in public health care, equating to massive radiography purchases; more than snake number 2 was willing to invest. There's money in corporate misery. The underling can be milked dry, even more and more! More tax, more burocracy, more piggies at the trough. Utopia. Few more disasters and even more can be made.

Personally I belive in the concept of universal health care, but as usual the magic word "transparency" never seems to be in the equation. Therefore massive waste is inevitable. You only have to look at Australia's Medicare system to see utter waste and corruption in high places. passing the blame onto underlings that require operations caused by inferior GMO chameleon food, looks like natural, but nothing in it except implanted poisons.

  • We Not They Finally

Their concern is that the actual readings LOOK so high that it might alarm people and give them bad publicity? Damn them to hell! If they cannot figure out how to react compassionately to humans, then damn them to hell And get those kids OUT of there, you globalist freaks!

  • We Not They Finally

The Japanese are now going through "diplomatic channels" to dumb down the real dosage numbers? How dare they. Let them roast in hell, genocidal murderers.

One thing you never do to the French people is try and put pressure on them. Their more likely to release even more stuff now. The underlings had a revolution there ages ago, got rid of all the corrupt toffs. Is there a warning here to the counterfeit lords of earth?

  • We Not They Finally

Interesting that these reports are, many of them, from 2011 close to 3-11, yet they only surface NOW. So the U.S. media is also in "never-never land"? Is it that they just didn't CARE before now, or is it even maybe that by now, the figures are so much WORSE, that this actually looks like some important admission?

Welcome back to never neverland –
Government to lift Fukushima evacuation order for 1st time
by THE ASAHI SHIMBUN ,February 24, 2014

For the first time since the triple meltdown at the Fukushima No. 1 nuclear power plant three years ago, the government is lifting an evacuation order in a restricted area, allowing residents to return to their homes.

Residents of an eastern strip of the Miyakoji district of Tamura, Fukushima Prefecture, are being allowed to return as of April 1, the first day of the 2014 fiscal year, government officials said at a meeting Feb. 23. The area lies within 20 kilometers west of where the accident occurred.

One reason the government is rushing to lift evacuation orders for communities affected by the Fukushima nuclear disaster is cost. Tokyo Electric Power Co., which is being lent money by the government’s Nuclear Damage Liability Facilitation Fund to compensate evacuees, is required to continue compensation one year after an evacuation order is lifted. Lifting the orders will hasten the end of those payments.

The popcorn is not how it used to be. It somehow tastes bitter nowadays.

      • john dpugh

maxli Agreed. I can taste it too but it seems not everyone can taste the difference .
I taste it in many products and a few people i talked to can also taste it but not everyone can .
I can taste a weird bitter (ish) taste with corn and chicken meat but some can taste it in other products as well . They say cucumbers taste bitter too , but i can't taste that .
Ham and many conserved food products also have that weird taste.

        • hbjon hbjon

All food will decay. Some foods decay faster than others. The foods that decay the fastest are usually the most nutritious due to the fact that the nutrients are being liberated from the food quickly to nourish your body. A kernel of corn is protected from fallout as it grows on the cob, so your popcorn is probably a safe food to consume imho.

        • m a x l i

Thanks for your interesting input, john dpugh. Welcome!

However, I do not really share your experience. My popcorn remark was a reply to "Sit down and enjoy, my friend", in order to express my appreciation for that clever little poem above. Now we have the most interesting show to watch and cannot enjoy it. Bitter, isn't it?

          • john dpugh

maxli Thanks . I misunderstood. I was happy to finally to hve found someone to share my thoughts about the weird taste of GMO food .
It seems few people can taste a weird bitter taste in some foods and i was wondering if anyone else could taste anything weird.
Not everyone can , and even the ones who can taste it they dont always taste the same stuff being weird.
Most common ones (except from corn )
            Some nuts
A lot of different types of canned food
            Some chicken meat
            Smoked ham
I thought maybe there is something to do with gmo s or animals fed with GMO s .

            • Trust what the body tells you…

do not eat or bathe or do whatever if the body reacts with negative feedback; bitter, off taste, weak feeling, heart racing, migraine, etc..

              The body NEVER LIES.

It will always tell the truth.

Pay attention; the body is trying to protect you..

Pay particular attention to reactions after eating or drinking something.. it might even taste ok, but body reacts to it.

            • mairs mairs

John, there are GMO crops that are engineered to contain insecticide. According to their maker, the insecticide is only triggered within a narrow band of physical parameters that are found in the systems of the insects that eat them, and they are harmless to humans. Independent studies have shown that on the contrary, the insecticidal properties of these crops are triggered when various other animals, including mammals, eat them.

There is no just compensation that can pay for the cost of this diabolical situation. The components are out lurking, dissipating from infinite smudge pot Fukushima.

It's still never-never land. The central government is opening up contaminated areas on April 1, 2014 for evacuees to return to their homes in order to save money. They have abandoned decontamination goals and are just sending people back into the contamination so they can stop paying assistance.

This never never land comment is accurate to describe TEPCO but also somewhat deceptive because many reading the L.A. Times who do not follow nuclear issues closely, will leave with the impression that things in the U.S., on the other hand, are under control, and the NRC knows how to handle things properly.

    • GQR2

exactly bo, he should have said, they can "never, never" fix it. Lifting the restriction zone, around the plant and letting people back there to die,not live is criminal negligence! There is no honestly.

  • Daisy207

How can they even think about letting people back in without at the very least surface soil samples (thousands of them) at multiple points in the area – tested for everything – put into a table with exposure levels – so people can decide for themselves if it is safe to go back in.

Never- never land where all is well ..but a delusion.

What he meant to say that we arrived to a situation of no return.

    Yet again he told truth.
We sailed for a year and a day..(some say 10 days) the land where the dead trees grow.
And there in the woods.. a cruel Lady Judge stood ..with a ring at the end of her nose, her nose, with a ring at the end of her nose.

So much and so forth fantasy blurred with reality…here in never-never land.
    Let's think about this.

The physical world will never be the same.
    Doesn't Chuckie have loved ones.
Will he tell them..that they have been 'absorb in place'.CLUELESS.
    When will he tell them..NEVER?

Things will NEVER be the same.
Dreams of the future will NEVER be the same.
The majority of the scratching of Humans ..rendered worthless the promise of a future fades.

    Alas! So we arrive.
