Mainichi: Top gov’t nuke official warned Tokyo may have to evacuate

AEC chairman warned people within 170 km of Fukushima plant might need to relocate, Mainichi, Dec. 24, 2011 [Emphassis Added]:

  • All residents in areas within a 170-kilometer radius of the crippled Fukushima nuclear plant might need to be relocated in a worst-case scenario
  • Made the warning in a report numbering about 20 pages
  • Compiled on March 25
  • Submitted it to then Prime Minister Naoto Kan
  • Kondo admitted having compiled the report

‘Actual’ Scenario

At the time, the plant had lost its reactor core cooling functions due to the loss of all external power, hydrogen explosions had ripped through the plant’s No. 1, 3 and 4 reactor buildings, and radioactive substances were leaking from the No. 2 reactor due to a meltdown. [...]

‘Worst-case’ Scenario (See below)

  • Another hydrogen explosion could occur in the No. 1, 2 or 3 reactor buildings, raising radiation levels
  • Continuing aftershocks would prevent workers from cooling down the reactors for an extended period
  • All fuel in a pool for spent nuclear fuel in the No. 4 reactor building pool would melt

Contamination Levels

Kondo estimated the level of radioactive cesium per square meter of soil in areas within a 170-kilometer radius of the plant would surpass 1.48 million becquerels — as high as that around the Chernobyl nuclear power plant shortly after the crisis there broke out.

Tokyo and Beyond

[H]e estimated areas within 250 kilometers from the plant, including Tokyo and Yokohama, would be contaminated with radioactive substances to a degree that residents would have to be evacuated at least temporarily.

Prime Minister

In an interview with the Mainichi in September, Kan said, “All residents would have to be evacuated in areas 100, 200 or even 300 kilometers from the plant if the leak of radioactive substances can’t be stopped.” He apparently made the remark with Kondo’s worst-case scenario in mind.

Though there were no additional hydrogen explosions, three reactors did have meltdowns, melt-outs and possible melt-throughs — as well as possible nuclear explosion at Reactor No. 3.

The main claim of those who argue the worst case did not occur would likely be the lack of melted fuel in Spent Fuel Pool No. 4… though a recent international study appears to indicate damage to the pool’s fuel did occur:

    Sorry folks. II think it’s getting to be too late.

    Tokyo needed to be evacuated several months ago. The problem is there is too much radiation now, and too many folks it Tokyo. It would not save people now to evacuate, and would merely spread the radiation further.

    And, the money is all gone.

    Now, what happens, happens.

      James, please avoid the melodramatic. Additional radiation exposure results in additional risk, the internal emitters people have absorbed are “theirs” to be released when they are cremated. Surface particles are washable.

      Leaving now is still beneficial, taking actions now is still beneficial. Stopping all Nuke plant now is still beneficial.

      We haven’t lost this War on Death yet, in fact we are gaining momentum on a daily basis.

      No new permits issued, AND I do mean anywhere in the world.

      It is not too late to evacuate, since Radiation Detoxification can be tried, and according to some Chernobyl related studies, seems to help.
      And look at Mochizuki from fukushima-diary.com : he says his symptoms have disappeared since he left Japan.

      I suggest it will take a broader understanding of compassion than is common when dealing with those of negative intentions – flawlessly executing their removal from power may strain our notions of virtue, however it IS a compassionate act to stop those of wrong intent from acting, if done with right intent, mindfully, without ego desires.

      “They” won’t give up easily. “Justice” is often portrayed in statuary and images as blind. Interesting, in that notions of Justice often hide wrongful Laws. Justice must be wide-eyed, awake and mindfully compassionate, not falsely “objective”, and use the weighscales of innate human morality, not contrived objectification.

  • Their chief medical officer will just have to start leading the radiated population in 24 hour a day smile fests, in order to protect them from all negative effects of radiation.

    I am also curious to see how many tourists they can convince to come to Japan and specifically to Fukushima province?

    On 22 December 2011 the Japanese government came with new limits for radioactive cesium in food. The new norms would be enforced in April 2012.[248]

      You hit the nail on the head… People are attached to their homes until there is no food or shelter. The vast majority will eat contaminated food and water even if it kills them.

      Look to the ancient ancestors of the Pueblos. They lived in the the Four Corners area of Southwestern United States for many centuries. It took 300 years for their evacuation. I expect no less for the Japanese with their 6 millennia in situ.

      Don’t castigate their reluctance. It is human nature to remain even in the face of great danger. The millions who stay will have many descendants survive as a mutant race. Great sorrow and great sacrifice. I wish them great mental strength for their present and future battles with this invisible demon.

      Good morning. Nice to see you posting StillJill. How are you feeling today? I keep feeling sorry for myself…then I think of the poor people in Japan. My aches and pains are mine and mine alone, no I don’t want to share. Unlike the officials in Japan which as a requirement force exposure on their most vulnerable, women and children. Keep up the good work here SJ, you are being watched.
