The doctor would take a trip to Calcutta before spending time in Tokyo.
Run!

At least in Calcutta you can eat un-radiated rice and curry. The Tokyo residents are chowing down on 5000Bq + of contaminated food. 4 X-rays per meal if you are using the government standards of radiation. It’s probably a lot more considering how often they lie to the public.

considering what they were expecting based on these emails coming out, i guess i can see why they dont think how it played out was all that bad.

The recommendation to use sand was ignored because:
No means to pump sand into SFP unless roof of building is opened up
Helo drops are dangerous and ineffective.
Didn’t want to spoil the possibility of returning plant to operation after stabilizing the cores.
Panic over what to do clouding the judgement and listening to the wrong advise wins.
Praying it would not get worse before the shift ends and someone else will make the correct decision.

BWR Nuclear Plant Operations Manual – Page 1,347 para 5 clause 3c:
“If the spent fuel pool cooling is lost, we need to have an access to allow fire hydrant reaching the pool. It may be feasable to open the top of the reactor building right above the pool. In this way, if operator can not introduce water supply from the ground, helicopters can still dump Boric Acid water from the air.”
Not sure why everyone is worried, these guys seem to have everything in hand.
