“At the beginning the Government said it was safe for people, but one of my friends worked at the Tokyo electric company and he suggested maybe we would be affected physically by the radiation so it was better to evacuate and not to eat some local produce [...]
“We don’t want to give a risk to our future children and we are concerned about the future radiation risk. We don’t want to regret it in the future so decided to flee the city.”

Is it true that the government made it difficult, if not impossible, for people to leave the area and relocate?

The way they make it difficult is that you have to walk away from your possessions, your job and your mortgage – which does not go away.
You must financially ruin yourself to leave a disaster like this.
However in this kind of disaster – none of those things matter – if the disaster will kill you, then you're better off letting those things go and saving your life.
