Japanese Commission Calls Fukushima Nuclear Crisis a ‘Man-Made’ Disaster
New York Times
By HIROKO TABUCHI
July 5, 2012
[...]The [parliamentary] report, released by the Fukushima Nuclear Accident Independent Investigation Commission, also warned that the plant may have been damaged by the earthquake on March 11, 2011, even before the arrival of a tsunami — a worrying assertion as the quake-prone country starts to bring its reactor fleet back online.
[...]
by suggesting that the plant may have sustained extensive damage from the quake — a far more frequent occurrence in Japan — the report in effect casts doubts on the safety of Japan’s entire fleet of nuclear plants. The report came just as a nuclear reactor in western Japan came back online Thursday, the first to restart since the Fukushima crisis.
The parliamentary report [...] suggests that reactor No. 1, in particular, may have suffered quake damage — including the possibility that pipes burst from the shaking, leading to a loss of cooling even before the tsunami hit the plant about 30 minutes after the initial quake. It emphasized that a full assessment would require better access to the inner workings of the reactors, which could take years.

Before any reactor in Japan is restarted don't you think you should answer the question what caused melt down earthquake or tsunami, all evidence points to earthquake caused majority of damage.
Has any of the reactors that they want to restart is the emergency generators been protected from tsunami, not a thing has changed, they are still prone to tsunami.
The higher powers are playing with the lives of the Japanese people and world.
Report Comment
If the pipes broke then it does not matter if the emergency diesel generators were operating – the water could not cool the reactor core.
Would be interesting to talk with the operators to see if pressure was mounting in the pressure vessel during the first 30 minutes after the earthquake.
Somebody knows the truth.
Where has the NYT investigative team been? Probably looking for political dirt.

so the IAEA says 40 minutes after shutdown and the report says 30 minutes??
One Year On
The Fukushima Nuclear Accident and Its Aftermath
9 march 2012
"..About 40 minutes after the Fukushima Daiichi reactors were shut down, several massive tsunami waves crashed over the six-Unit plant's protective wall, forcing seawater deep into the plant. Emergency generators and some of the associated electrical equipment were flooded. Thirteen generators ceased operating. Only one emergency generator survived the onslaught, providing power to Units five and six.
The earthquake had already disrupted mobile and landline communication and now the on-rushing tsunami waters hurled debris into the plant, damaging equipment and buildings and blocking access…"
"..Vital Cooling
Minutes after the earthquake hit the plant, the specially trained operation teams confirmed that the chain reaction in the three operating reactors at Fukushima Daiichi had stopped and that the emergency diesel generators were operating…"

i think the IAEA needs to redo that report??

should say
"…says 30 minutes after the earthquake??"
why would the IAEA want to extend the time by a few minutes (to shut the plant down) and then 40 minutes..?? hmm?

More compelling evidence suggests the vast majority of damage was man-made, caused by a culture of corruption: of collusion, complicity, cronyism, wanton negligence, blind obedience to authority, greed, selfishness, arrogance, ignorance (need I belabour the point further?) See: http://www.thejakartaglobe.com/afp/fukushima-was-man-made-disaster-japanese-probe/528891#Scene_1
Even so, you are absolutely correct weeman: regard must be had to design flaws inherent to the Mark reactor series, ineffetive (or non-existent) safety protocols and applications and so forth until any Japanese reactors be brought back on line.
Such madness. I truly feel the red stork has plunked me down into the universe's largest mental asylum, and I pray for my sanity all the day.

"..Damage from the huge March 11, 2011, earthquake, and not just the ensuing tsunami, "
doesnt mention any international complicity (thinking iaea, who etc) just blames tepco..?
"…Regulators, it said, had been reluctant to adopt global safety standards that could have helped prevent the disaster in which reactors melted down, spewing radiation and forcing about 150,000 people from their homes, many of whom will never return…."
no mention of the larger human costs, just the initial 150,000
they definitely didnt quote any IAEA sources for this important report? wonder why? lol!
the huff article got the quantity but missed the quality imo

they should have read enenews first.. imo

Sad, but true. Considering that people in powerful positions can impact so many lives, perhaps same should be subject to routine systematic mental health assessments. Who, for example, can anticipate the seriously depressed nuclear power plant operator's reactions to a nuclear emergency crisis?
Studies indicate that non-psychiatric physicians in the role of primary health care providers recognized only 20% of chronic mental disorders that were present in the past six months. Moreoever, these same physicians accurately diagnosed only 3% of new mental illnesses. Acuaintences, social supports and family members fared worse, unable to predict or assess the presence of serious psychiatric illness.
What of routine, standardized testing? The SADS test, for example, more than any other diagnostic measure, has outstanding interrelater reliabilities for current episodes that extend from individual symptoms to summary scales and diagnoses, In addition, the SADS compares favourably to other measures on lifetime diagnoses.
And, then again, one might wish to review the documentary titled "Psychiatry: Industry of Death" before we endow the psychiatric profession with even more authority.
What to do? What to do?
Report Comment
Unfortunately (IMHO) most of the mental health tests would have to be re-written so the average ninth grader couldn't figure them out.
"Have you contemplated suicide lately?"
"Have you felt like killing anyone lately?"
"Do you consider revenge an acceptable method for getting even?"
(and that sort of thing)
There must be a good way to apply the DMSV IV Mental Disorder questionnaires in some manner so that the respondent can't "rig" the answers to get an intended result ….
…. In other words, find some way to find the psychopaths, sociopaths, and others with mental disorders before they can cause harm to others. I guess if someone could figure that out there would be far fewer killings, shooting sprees, etc.
It would be great if it were possible. It would probably topple the power structure of the world system. My guess is it probably won't happen. Sigh.
Report Comment
BTW, Horseman, do you think psychopathy and sociopathy are inherited (genetically related) disorders passed down through generations of people? I wonder.
Did Nero have offspring? What became of them?
Report Comment
Nature vs. nurture? It may be true that one's genetic make-up predisposes one to 'mental illness'. But more probably, one's mental capacity becomes impaired as a result of environmental influences, for example : malnutrition (included therein vitamin deficiency and/or the physiological inability to metabolize vitamins, minerals and other nutrients); physical, mental or emotional injury; poisoning (drugs, alcohol, radiation, etc); upbringing (yes, one can be trained to exhibit symptomology typical of mental illness) and so forth.
The human mind is a fantastic organism: complex, intricate. multi-dimensional and powerful. Yet, it is so very fragile. As many things can go wrong, I suppose, as creatures reside in Horatio's heaven and hell.
Report Comment
it would seem that some decent data on cause could come from examining damage at Daini, Tokogowa and tokai.
All these reactors sustained eqrthquake related damage, and should be illustrative of what happened at Daichi.
Report Comment
Quakes or not, reactors melt, as proven by previous accidents in Japan, and other countries.
Report Comment
The bottom line, however, is that the disaster was caused by COLLUSION.
Collusion can happen anywhere, any time. In fact it seems to be happening everywhere, all the time. Every reactor is vulnerable to disaster by collusion, it collusion renders the whole design basis irrelevant.
I posted an article on collusion, I hope you like it:
http://geoharvey.wordpress.com/can-a-nuclear-disaster-happen-here/
Report Comment
Spot on! Great article! Still, I do not accept that 'collusion' ends the enquiry. One must dig deeper. What inspires one to betray the trust of others in order to achieve worldly gain? What inspires the successful professional, the multi-millionaire, the billionaire, the one 'having it all' to act in collusion and in so doing, jeopardize the lives of countless other human beings and animals?
Report Comment
I believe you are absolutely right. Identifying collusion does not end the inquiry. Really, it just begins it, though bringing it to a satisfactory conclusion will probably require a great effort that is cultural in its ramifications.
What we need, I think, is to reexamine the meaning of wealth, comfort, and value. I know people who evaluate their self-worth in terms of the effects they have on the people around them, the society as a whole, and the health of the world. If more people do that, we may have a worthwhile future.

I wrote a post on my blog and asked the question, “What is lacking at the NRC? Why didn’t they catch on that cost cutting by Entergy at Palisades has created some sort of trickle down lack of safety culture there and now employees don’t always follow basic procedures? Maybe the answer to my question is collusion.
(My question is in the 6th paragraph.)

It is amazing that the Japanese Parliment is admitting they found "collusion" from an independent investigation. I assume certain details will be left out of the report.
Chances are, that someone in the government is involved . The finger will be pointed elsewhere. Two possibilities:
1. They are doing the right thing.
2. They blame someone else, taking no accountability.
Maybe I'm wrong but I'll take number 2. I am a skeptic.

The problem is the people, not the flawed design, nor the flawed equipment. GeoHarvey: Nice article.
And now that these old nuke plants are past their useful lives, the utilities find the cost of decommissioning then is ruinous. So they have their running dog NRC relicense these old unsafe plants for 20 more years.
Design flaws also matter. GE Mark I reactors were no good in 1972, when the containments were found unable to contain anything. Still licensed in USA by irresponsible NRC, operating in collusion with their nuke industry masters. Still run by irresponsible utilities, who put shareholder value above public safety.
Zirconium cladding is so reactive with water that it must be manufactured with strict controls to avoid contact with water. So, they pack zirconium cladding with uranium fuel, and put it in "boiling WATER reactors" (BWR). And then store the spent fuel in "spent fuel POOLS". Zirconium burns better under water than in air. Gaseous zirconium and cesium are explosive. An unbeliveable design flaw, that may yet doom the nuke industry. And may doom us all if SFP4 dewaters again. http://cameochemicals.noaa.gov/chemical/8183

the RCIC system is utterly worthless in two conditions, 1) when the reactor is leaking and 2) when the reactor isn't leaking.
when the reactor is leaking, the RCIC pumps cold water in, but, it's draining out as fast as it pumps in.
when the reactor isn't leaking, the RCIC pumps cold water in but it goes to the bottom of the reactor where the heat isn't generated, the Reactor stratifies and keeps boiling at the top this will rapidly fill the suppression chamber. much faster then the analysis indicates.

The reason for the rush to get the Oi N-reactor started was because of what is in this report. Many knew most of what this report would contain. Questions asked….information requests etc. all let those being investigated get a pretty good idea of what it will contain.
So will the government agencies now have the …. to shut it down & do a full & honest investigation into the known faults lying under it? Will doing that allow them to save face?
This am my local radio station only quoted a Japanese news source that Only mentioned the Collusion. I had to go out…but intended to contact them with the information about the earthquake causing the damage. Well by the time I got home they had actually read the report & spoke extensively about the earthquake damage on the hour every hour. I am so very proud that some MSM are beginning to do honest reporting of the entire story.
I spoke to a gentleman today briefly about Fukushima. He stopped me & said, but it is over, it is covered in concrete. When I briefly explained that it was too hot to do that he was shocked. But But I read Reuters, BBC ..etc etc online & hear nothing. I gave 1 example of who owns MSM. And gave the link to this site along with a bit more info. Hoping he stops by.

@MaidenHeaven – i was trying to get more attention for the issues last night. I showed friends some direct quotes from this website (on my iphone). I could see on their faces they were very puzzled. Maybe they are online and watching right now, I can only hope.

yes maiden, it can feel like i'm in a vacuum sometimes. i know this saga fairly intimently now, but to my friends, family, collegues, it's not even on their radar.
I'm slowly, subtly bringing it to their attention.
One workmate made a comment the other day, she made me realise I must be having an effect.
She said she had thoughts of me the prior night, as she stumbled across a report on the japanese protests and realised what I had been saying was in fact actually happening. There's one more notch in place.
From here on enenews, we need to start spreading out. We've armed ourselves well with a lot of valid information. Unlike anything I've witnessed before. With this powerhouse of a resource we can reassure our own selves that we have validated our arguments. (A special thanks to 'dunno' and 'daniel' – you help us sharpen our weapons).

EneNewers I wanted to keep the report about health effects that people are experiencing visible a bit longer. One thing that MSM does is to take out the human factor in its reports & articles. This is done so that most will not know the true dangers to life until it is too late. The plants are built…the poisons are in the air, food & our bodies & future generations.
