It was particulate I-131 that was detected & reported, which implies 3 to 5 times more gaseous I-131 IF it came from a reactor. The reason they say it wasn't from a reactor accident is because the (undisclosed) Cesium-137 measurements were likely within a range that is not considered highly unusual.

Radioactive release from Norwegian research reactor
A small amount of radioactive iodine was released into the environment yesterday during an incident involving the handling of test fuel in the reactor hall of the Halden research reactor in Norway.
The Institute for Energy Technology (IFE), which operates the reactor, said a "technical fault" occurred at 1.45pm yesterday whilst fuel was being handled in the reactor hall. At that time, the reactor itself was offline for maintenence. The incident resulted in the release of radioactive Iodine-131 and Iodine-132 to the reactor hall and led to an emission into the environment.

Russia loads REMIX fuel into MIR research reactor – 11/9/2016
Russia has started testing its new type of nuclear fuel, REMIX, at the MIR research reactor at the Research Institute of Atomic Reactors in Dimitrovgrad, which is in the Ulyanovsk region. Development of REMIX (from Regenerated Mixture) fuel is part of state nuclear corporation Rosatom's strategy to enable better use of recycled uranium and plutonium on an industrial scale in pressurized water reactors.

Excellent article with the basis in fact playing out right now as radiation is detected spreading all over Europe.
No country is capable of handling the technology properly.. including the U.S.

What, they have radioactive iodine plants now? Can't get enough?
These articles need caveats, asterisks, footnotes or other means of further explanations. Any radioactivity above background levels is a danger especially to children and more so to little girls. But that doesn't seem as important as protecting a favorable image of the nuclear industry. Military or public or private.
More than a month has past with still no official statement on a source for this radiation release. Plenty of reporting stations in Europe have warned of a release. How long before the little people get results back from the US flying real time fallout sensing plane?
Nuke bombs are cleaner that nuke power plant accidents and specific radioisotopes manufacturing plants less contaminating than the other two. Test reactor accidents would fall somewhere in between. A spent fuel pool accident would be the worst of all of them.

after all once someone is given I-131 medically they can no longer be tested for environmental exposures.

A while back a CANDU reactor in Canada shutdown (was leaking tritium) resulting in a worldwide shortage of industrial and medical radioisotopes. One CANDU claim to fame is you can remove individual fuel rods while the reactor is in operation; Then process the fuel rod and extract whatever radioisotopes it was being burned for without shutting down the entire reactor.

Hungary isotope lab likely radioactive source: IAEA – Nov 17, 2011
Hungary believes the source of low levels of radioactive iodine detected in Europe over the past few weeks was probably an isotope maker in Budapest, the U.N. nuclear agency said on Thursday.
Hungary's nuclear authority told the International Atomic Energy Agency that iodine-131 had been released from the Institute of Isotopes Ltd from September 8 to November 16.
"The cause of the release is under investigation," the Vienna-based IAEA said in a statement.
"The levels of Iodine-131 that have been detected in Europe are extremely low. There is no health concern to the population." Iodine-131, linked to cancer if found in high doses, can contaminate products such as milk and vegetables.
The IAEA, the Vienna-based U.N. nuclear watchdog, announced on Friday that the traces had been detected in Europe, after it was tipped off by authorities in the Czech Republic.

The Hungarian nuclear plants are old and operating on an extension. They had a serious incident that released radioactivity, although it was considered negligible compared to background radiation.

An investigation by the Hungarian Atomic Energy Agency concluded that the cause of the incident was inadequate cooling of the fuel elements, which were heated due to the radioactive decay of short-lived fission products.

Does the nuclear industry claim that there is a constant amount of I-131 in background radiation levels? If that were true then the nuke industry has really degraded the environment to a point that a short lived radioisotope like I-131 is always present since it is always being replaced before it has a chance to decay away with a half life of 8.0197 days (would be gone in about 80 days).
You make a good point…are radionuclides like Iodine-131 now constantly being released into the air, and are we then constantly being exposed to them?
(1) Radiation monitoring systems like EURDEP and RADNET have a list of radionuclides they monitor for.
On the lists are Iodine131, Strontium90, Tritium, Thorium, Lead, Uranium, etc.
These radionuclides are tested for and ARE found around nuclear power plants in the air, milk, water, fish, cattle, etc., as shown in NRC's Environmental reports:

(2) That means that at any time, these radionuclides can be released into the air and may be found in our air, food, water, rain and snow
(3) In 2011, Iodine-131 was released into the air by the Budapest Medical Isotope Institute in Hungary for +/- 2 months.
Imagine being outside jogging or gardening during those 2 months.
You end up sick but no one ties it to Iodine-131 released.

So I think it's safe to say that these radionuclides are constantly being released either from nuclear power plants or medical isotope facilities (or through burning of nuclear waste), etc., and it's just a crap-shoot whether or not we are exposed to them on any particular day.

No conclusions, but this could be part of the puzzle for those trying to figure out where-oh-where the I-131 came from in January 2017. Apparently in early December 2016, a tiny trace of Te-132 was detected in the Arctic:

This is exactly where the Iodine was in the atmosphere this past February and the US had a plane looking for the source!!
From distribution maps before the governments agreed to shut down data maps the spread of radiation was shown to tend to cross from japan all the way to Europe and settle, possibly due to convection currents of the jet stream impact with the European weather system, such an intersection could account for the nuclei collecting on dust and US chem-trail program particles and thereby the accumulation would of course appear to as increased.
