Flood wall fails at Fort Calhoun, Omaha World Herald, June 26, 2011:

Floodwaters surrounded several buildings at the Fort Calhoun Nuclear Station early Sunday morning after a water-filled wall collapsed. [...]

This relief valve temp is behaving very predictably.
When you have pressure in a closed container and then let it reduce pressure through a hole or in this case a valve, the temperature around the opening drops. Dramatically.
This is a classic physics scenario and one that is beat to death in an undergrad mechanical engineering thermodynamics course.
This is the essence of how modern refrigeration works. And very related to how artificial snow is created.
Fill a typical construction site air compressor that has a relief valve near the bottom of the tank.
Then let it sit and settle down to room temp. Then open the valve to let the air out. In a matter of 10s of seconds or less the valve will clog with ice. And the hissing sound of the air leaving stops. The valve nozzle will feel very cold to the touch. Then the metal canister will start to warm up the valve to thermal equilibrium. Before it gets all the way to equilibrium, the ice melts and the air starts to rush out again. The ice forms again and plugs the nozzle. This process can cycle many times depending on how much “air” is in the tank. It is the water vapor in the air that got compressed with the air going in to the tank that is what is freezing on the exit nozzle.

From the Omaha World Herald: “The NRC says its inspectors were at the plant when the berm failed and have confirmed that the flooding has had no impact on the reactor shutdown cooling or the spent fuel pool cooling.

The reality is that when the 6 foot high aquadam ruptured, 3 to 4 feet of the Missouri River flood water spread across the 500 X 500 foot plant grounds in, what, maybe 90 seconds, surrounding every structure and object above ground level, not just one thing – the berm around the transformers.
The report should have said: “3-4 feet of water, previously held back by the aquadam, spread rapidly across plant grounds last night, surrounding everything to that depth.”
But leaking around one location? No.
To say water is “leaking around” one thing is totally misleading; if this is the first of a series of tepco-type announcements of “1 more new occurence of water leaking around something new”, you are being fed the disinfo drivel.
