I still think the black stuff is primarily ash from the incineration program that is falling out across the country. Bacteria may come to inhabit the stuff after it collects on damp ground. But the black stuff itself it probably fallout from the smoke and soot that escapes up the smoke stack when they burn contaminated debris.
And since most of the incineration plants are subsidiaries of TEPCO, they are making additional profit as they continue to spread fallout across their country through multiple pathways (on-going plant releases, underground leakage, dumping into ocean/bay, and incineration soot). Was there ever a group of individuals as shameful/shameless as TEPCO and its government/regulatory minions?

ash is also a fertilizer, which promotes growth, such as algae, bacteria, plants, etc.
The radiation goes into the plant along with the whatever else.

Is it possible that these bacteria are same or related to the earliest cyanobacterial lifeforms on earth that sequestered radioactivity into the ores that are now mined to concentrate into fission products. Perhaps we are seeing a simple process of 're-emergence'. Like any opportunistic species, plenty maybe stimulating a population explosion, similar to algal bloom in a waterway with excess nutrient in it. Now that there is a massively increased 'food source', so there is a 'bloom' of the cyanobacteria that were only 'subsisting' all these millions of years.
Are we watching the 'repeat re-engineering' of the planet? After taking billions of years to sequester radiation and produce oxygen, thereby creating our atmosphere which protects us from space radiation, we have reintroduced acutely toxic radionuclides within our atmospheric defensive membrane? Human intelligence test = epic fail.

I believe this could be more likely than the fallout from incineration, or fallout flake from the steaming coriums of Units 1 and 2. Unless that is being very rapidly transformed into cyanobacterium 'nutrient'.
Radioactive black dust was also observed and measured at the British nuclear tests in Australia in the 1950s. Is it possible that this is a result of the MOX fuel in U3, which I understand is similar in composition to some early weapons test material? https://www.youtube.com/watch?v=x4ei_pypCF8

Even if the black stuff is itself radioactive ash/soot, if there is a bacteria that can somehow use its radiation for a "food" source (in the way plants use sunlight), then the presence of such ash/soot/radioactivity could presumably cause more and more of that bacteria (or whatever kind of life form) to emerge and reproduce everywhere it has accumulated.

Thanks for the Cherno fungus articles. I wonder how long it will be until some mad scientists try to merge cells capable of deriving energy from ionizing radiation with other life forms that nature never intended to do so.

@lam335: Whichever ways the black dust took in specific to arrive in Tokyo, it _originates_ from the crippled reactors. And where this substance is, it's definitely no place for humans to stay. Even UNSCEAR or WHO or organizations like those would have to admit that, if asked this question directly.

The cost will be staggering, And I'm not talking about cash. This is not just Tokyo being effected either. From Tokyo to Minamisoma and beyond you will find the same thing. Millions and millions of people in this area will suffer and die as a direct result of this contamination. Children especially. There's no denying it.
