[... Former Japan Prime Minister Naoto] Kan said he did consider the possibility of a worst-case scenario in which all six of the plant’s reactors plus rods in the spent-fuel pools melt down out of control. That probably would have resulted in radioactive fallout spreading over a wider area requiring the evacuation of millions of people, including possibly the population of Tokyo.

Kan said he never instructed officials to produce a blueprint for evacuating the 30 million people from the greater Tokyo area, although an internal report submitted March 25 by the head of the Japan Atomic Energy Commission — and obtained by the AP — warned of that possibility if the disaster deteriorated. Fearing panic, the report was kept a secret. [...]

He said the crisis was most dire around the time that a third hydrogen explosion was detected at the Fukushima plant in mid-March.

    As for "taken the crisis under control"… he's delusional. It's out of control and always was… as is the industry.

      Wow…to think I supported this guy once. I was fooled into thinking he had the Japanese people at heart when the "election" was held. Serious, I and many others supported him at HP, writing him daily with support. What a fool(me) for this KAN tool i was. :(

    So he's saying if more reactors melted down (we are talking about numbers here) the goverment would have done something….hmmm something doesn't seem quite right with that statement…
    He's saying it doesn't matter that Tokyo is experiencing high levels of radiation…that's not a reason to evacuate…but if there had been 6 meltdowns/meltouts..contaiminating for the rest of eternity instead of just 3 then action would have been taken to preserve lives…hmmm I'm a little confused, does anyone understand this?
    If it's a question of money….that might be the clarification that wasn't mentioned.

    "cost effective" I believe the words that were used. Tell that to the mother of the 4 yr old little girl with a 5mm tumor in her thyroid. She will have to have surgery..thyroid surgery..at 4 yrs..its criminal. Thyroid cancer is just the start-"cost effective" for WHOM? The government who does not pay for the medical costs and TEPCO who is telling the government what to say? TEPCO should PAY for all the medical costs due to any radiation, and do s much s the people ask to have done to restore a more normal life to all the victims.

    I'm sure TEPCO will be more than willing to pay for medical costs due to radiation from Fukushima…But first they will hire specialist to find data to confirm the beliefs that the radiation (if there really was any present) that caused the illiness was from reactors at the Fukushima plant during the time that the accident occured and because the accident was caused by a natural disater I do believe maother nature is accountable in this matter so only .o5 percent of medical bills will be paid by Tepco this is assuming that said victim is still alive 20 years after the last report made on data between the first 6 months of the accident…There but for the grace of God goes all of us my friend…fight now..it will be easier to win.

    Better finetune that "secret report" because Tokyo is not out of the woods yet. Not by a long shot. They need to be working on the evacuation plan as well as trying to stop the collapse of the buildings at Daiichi. The plant is not even close to being under safe control. It is about one month of bad releases away from killing the 37 million residents of central Japan.

    They do not want to recognize their mistakes! It look so usual… Til the last second, they will never understand their mistakes… And this with the silent complicity of the International Community!!

  • These plants aren't safe. Fukushima 3 blew up in a prompt criticality that aerosolized at least 10's of tons of uranium into the atmosphere which was measure in Guam, Hawaii, San Francisco. The density of the uranium was 2600% higher than baseline. To achieve that density over that wide an area can tell through a simple enough equation that at least a few 10's of TONS of uranium was launched.
