Tokyo faced evacuation scenario: Kan

In the days immediately after the crisis began at the Fukushima No. 1 nuclear power plant, the government received a report saying 30 million residents in the Tokyo metropolitan area would have to be evacuated in a worst-case scenario, former Prime Minister Naoto Kan revealed in a recent interview. “It was a crucial moment when I wasn’t sure whether Japan could continue to function as a state,” he said.
After the March 11 earthquake and tsunami crippled the plant, Kan instructed several entities to simulate a worst-case scenario. One of those assessments said everyone residing within 200 to 250 km of the plant — an zone that would encompass half to all of Tokyo and cut clear across Honshu to the Sea of Japan — would have to be evacuated. I think it went down like one of those stock market things… those ‘in the know’ who had the resources to get out, got out. It’s always the little investors that lose on the big falls.

The evacuation would have been the conservative reasonable human friendly move in the situation.
Prime Minister’s Simulated Statement to the People: March 20, 2011:
“Even though it may harm our ability to execute as a country, we have decided that our people come first and that **this** HUGE area must be evacuated. In addition, due to the severity of the accident and our resulting re-consideration of nuclear power we have also decided to phase out nuclear plants over the next three years. During these years much re-organization of the Japanese people (one) and how we get our daily power (two) will take place. I believe it will be a stern test of our greatness as a people, but I also believe that we will rise out of this crisis stronger than before and free of some things that no longer suit us.”
What took place was a consideration of the (non-human) State versus its People.

It is certain (in my mind) that going forward after making This Inconsiderate Choice that Japan will Not be able to continue to function as a State. This will play itself out over Years as more deaths and more birth abnormalities and More corruption and hidden maneuvers come to light.
If the statement and actions outlined above in the Simulated Statement were taken That would have been a great turning point for the Japanese People. As of today they are dying, as individuals and as a State.

The evacuation did not take place, but may be some criminals have to be evacuated to the jail. Whoopie already has told it, but have a look at the protest.

Believe the worse case situation did occur. Just no one was evacuated. And looking at Japanese government telling people to stay in radioactive areas..an “informal” split of Japan has already occurred. The Northern areas of Japan will become segregated from the rest of the country, people forced to stay in their local and contaminated areas and not cause problems for others. I hope I am wrong.

Jec, I am sorry to say this, but you are right. It had happened before. It is a natural instinct to care about the health of the future generations and avoid mixing with people who may carry some danger. If this instinct was stronger when the plants had been built and badly managed, it would have been different.

ABC News: Kan reveals Tokyo nuclear evacuation plans

Japan’s former prime minister Naoto Kan has revealed he contemplated evacuating as many as 30 million people from Tokyo and surrounding areas during the Fukushima nuclear disaster.
Speaking to Japan’s Kyodo News, Mr Kan, who was prime minister during the nuclear crisis, said evacuations on such a scale may have led to Japan being unable to function.
He said he asked experts for “simulations of the worst case scenario” at the Fukushima nuclear plant.
He said the experts explained that people living 200 to 250 kilometres from the plant would have to be evacuated.
He said he contemplated the chaos that would have ensued if such a measure had been taken.

The whole of Northern Japan will be ‘evacuated’ from the world in the next few years.
A rope , a wall, or a line will be drawn somewhere around east of Nagoya; everything east of it will be locked out.
