OK I figured it out. How to deal with TEPCO. First Nationalize them, stripping back pension rights to anyone 2 tiers up from working technician level and up. Strip those back 10 years, so they have to keep working at least 10 more years, even if otherwise ready to retire.
Spin off TEPCO into PEPCO Peoples Electric Power Company. And have it be owned literally by the People of Japan, not the government, really owned by the people with the Gov acting as managing agent under the direction of a board of director comprised of the people. No TEPCO personnel even if already retired would be allowed on the board of directors. To get the expertise, they would be allowed to hire for 3 of 9 Board of Director positions from anywhere, including out of country if needed or desired.
ALL of the profits of PEPCO would go towards compensating the victims of the nuclear disaster– for 90 years, the point at which the Strontium will be 12.5% as strong as now. Fukushima would receive the most, but the adjacent prefectures would receive appropriate amounts also as determined by the board of directors.
A trust fund would be set up with segregated money to fund the health care expenses of those affected. The trust fund would survive the PEPCO in case PEPCO failed.
The focus of the money would not be on moving people back, but on helping people find a productive and safe life. This include costs for relocation and retraining, especially in renewable energy industries.

Reactor 4 SFP, in March comment was “Pool was likely dry enough to have cladding/water reaction which produced enough hydrogen to lead to catastrophic explosion that destroyed secondary containment.” What amount of radiation could have been released in the “destruction” then, and what additional radiation could be possible, or is it all blown out?

jec, yours is the ongoing big question. It is my understanding that the SFP 4 fire and explosion released considerable amounts of the radiation measured in both Japan and the US. Debate continues surrounding what did or did not happen to SFP 3, but the reactor explosion put a lot of ionized radiation up into the atmosphere. Is the pool even still there, some argue. Although it looks like all the reactors were leaking or blowing up in one form or another, SFP 4 was essentially open to the air as was SFP 3, save for both building’s ceilings, which were easily destroyed. And, because the fuel in SFP 4 was far more radioactive given that it was spent fuel, and SFP 3 had mox fuel containing plutonium, and given that space existed between the fuel rods as they burned, it is also very possible a recriticality occurred in open air in one or both. There are a few pieces of video around showing TEPCO trying to get a glimpse at the spent fuel pools to answer the very question you raise.

Just one problem with halting retirements and freezing benefits… The government is in worse shape than Tepco… Essentially printing increasingly worthless paper yen and propping up failed banks just like Uncle Sam.
At least the US has slightly less contaminated natural resources to pay creditors. The Japan have little of intrinsic value to sell except their realty in American cities.

Making this a truly employee or citizen owned utility would mean full disclosure and transparency..
I do not think that the powers that hold control now will allow it, at least not without extreme pressure and/or force of lawsuits, etc.
Why not? That would expose all of the lies, coverups, and spin that has been going on since the beginning.
OK, and if they are telling the truth.. they have nothing to fear from a public takeover, right?
Anyone caught lying would lose all of their pension, stock positions, etc… Anyone exposing lies and coverups would be rewarded with compensation equaling the value of what they disclose..

Departing a bit from topic, but maybe not, the question of what can we do….

Shhhhhhhh!!
Don’t let your co-workers see that you are reading a “Prepper” Site. They aren’t getting ready, they are looking for that big bright QE3 future, where Monney is conjured up from thin air in an Orwellian Cauldron of Bankster profits. AND if the SHTF they will just go to your place.
Don’t brag about your preps, no good can come of it. The thin veneer of civilization can be stripped away in less than 72 hours.
Preppers are tending to the extreme lately. They recommend that even while prepping, don’t buy too much of anything at once, just spread out your shopping, buy up what is on sale, and don’t buy $800 at a time. When time allows, I will add some links to some Prepper Books that I can recommend. PS you need hardcopy books, don’t rely on anything electronic, even the ubiquitous internet or your Ipad feed.
Putting this stuff together will give you a great psychological edge, and it will get your family members somewhat involved. They probably think you are wacky already so there is nothing to lose, and they may get into it. It is important that all your family members feel a little prepared, it will be a huge positive factor when the SHTF, just think about it, give it 30 seconds of thought to how an emergency would affect those prepared compared to those completely unprepared. Got that vision? Good now take action.
