Ground saturation deepens concerns, Argus Leader, June 11, 2011:
[In] portions of Sioux City, Iowa [...] the main focus now is on groundwater.
The problem is that sandbags provide no protection from water coming from underground, and recent rainfall has provided excess fluid to already saturated property along the river.
“I think hundreds of homes could be affected by the rising groundwater,” said Lee Rettig of Yankton County emergency management.

Yes, sandbags will not stop groundwater from bubbling up. You must be ready to start pumping when this becomes a problem. The nuclear power plant at Fort Calhoun is about 80 miles downstream from Sioux City and maybe 10 miles upstream from Omaha. Here’s hoping that everything stays put there! It is a concern at a plant where many things are built close to the ground.

CATASTROPHIC FLOOD DAMAGE, NRC REPORT
In July, 2010, Fort Calhoun Power Plant was found by the NRC to be hopelessly susceptible to flood damage and disaster. Upgrades were ordered.
But were those upgrades completed before the flood of 2011? (I’m working on the answer to that question.)
Another BIG question is this: Would Fort Calhoun have melted down if floods had occurred last year? Read the report below and think for yourself.
JULY, 2010 – United States Nuclear Regulatory Commission, Fort Calhoun Station:
The …”deficiency is more than minor because … an external flood event would degrade two or more trains of a multi-train safety system. … The licensee failed to initiate appropriate corrective actions to ensure regulatory compliance … was maintained.”
Under conditions of flooding, the licensee would be unable “to protect the Fort Calhoun Station auxiliary building, intake structure, and turbine building basement from external flood up to flood elevation of 1013 feet mean sea level”… as required.
“The inspectors found (violations) … for failure to establish and maintain procedures that protect intake structure and auxiliary building during external flooding events. …”Flood Control Preparedness for Sandbagging” was inadequate … and would be insufficient to protect vital facilities to 1014 feet sea level.

Unrelated, I have to say that I am sad that this site has so little traffic given the magnitude of this disaster – shades of the GOM. This is the best site for news updates. At least half the posters on Energy News are posters from FOSL. How is it that just a few thousand people on the planet care about these disasters? Even amongst my environmental, politically progressive friends, they are more incensed by Sarah Palin’s possible run for presidency than what is happening in Fukushima. Now we have a potential nuclear meltdown in US soil and still people don’t give a damn!
A year ago I had a “vision” regarding the GOM and future earth events. The GOM disaster was a tragic event that could have pulled humanity together on a a spiritual and environmental level, but that obviously didn’t work out. It was explained to me that the GOM is a karma issue and that until humans get their collective excrement together, we will continue to experience larger and larger environmental catastrophes. Fukushima and the GOM weren’t enough to wake people up. Now we face the serious possibility of an accident in the heartland of the US and the only info I can find comes from the same handful of people who tried to do something about the GOM and Fukushima by publicizing it.

I can’t find the original post to thank the person who posted the link. I found the following info at that link. Foreseen problems with one of the upstream dams:
“As alarming as that might be the true issue may not be with the Garrison Dam, but the Fort Peck Dam the first dam in the system. Here is a scenario taken from Bernard Shanks a guest commentator from the St. Louis Today.com website.”:
“The Fort Peck Dam is built with a flawed design that has suffered a well-known fate for this type of dam — liquefaction — in which saturated soil loses its stability. Hydraulic-fill dams are prone to almost instant collapse from stress or earthquakes. California required all hydraulic-fill dams be torn out or rebuilt — and no other large dams have been built this way since.
“At three miles wide, Fort Peck Dam last opened its floodgates 36 years ago. By the end of the first week in June, the U.S. Army Corps of Engineers will be releasing a record spill of water. The corps recently answered the question of possible failure with a statement the dam is ‘absolutely safe.’ It may be the largest at-risk dam in the nation.”

The Federal Aviation Administration issued a temporary flight restriction over the Fort Calhoun Nuclear Power Plant until further notice due to “Hazards”. This would normally be a precautionary measure after an electrical fire disabled cooling for the spent fuel rod pool as outlined below. The question is why is this still in effect?

The Fort Calhoun nuclear power station in Fort Calhoun, Neb., currently shut down for refueling, is surrounded by flood waters from the Missouri River, Tuesday, June 14, 2011. On Tuesday, the releases at Gavins Point Dam in South Dakota hit the maximum planned amount of 150,000 cubic feet of water per second, which are expected to raise the Missouri River 5 to 7 feet above flood stage in most of Nebraska and Iowa.
The following excerpt is being reported by several sites concerning a finding by the Nuclear Regulatory Commission that the facility failed to maintain procedures against external flooding:
As a result of a Nuclear Regulatory Commission (NRC) inspection conducted from January 1 to June 21, 2010, the NRC determined that Fort Calhoun Station (FCS) did not have adequate procedures to protect the intake structure and auxiliary building against external flooding events. Specifically, contrary to Technical Specification 5.8.1.a, the station failed to maintain procedures for combating a significant flood as recommended by Regulatory Guide 1.33, Appendix A, section 6.w, “Acts of Nature.”
The idea of a makeshift levee surrounding a nuclear power plant that has been found to be out of compliance by the NRC for precautions concerning external flooding requirements is something straight out of a bad B movie plot. Although the government and media are not reporting on this situation, I can only hope that security against a terrorist attack on this levee have been implemented.

You can’t stockpile water that lasts for many years. Sooner or later, you have to replenish with what is out there.

Water can be stored all you have to do is get Spring Water, after a yr or so you take and replace the oxygen in the water by pouring it in one container and another a few times, then restore. As to foods some in the stores last 2 to 3 years. Canned goods store well past the dates.As to Japan Reactor station, there are still things that can be done but Tepco and GE wanted to save a dying plant

How much would have been the added cost of a 40 foot high flood-strength wall surrounding all nuclear reactors located by ocean or river water?
It would have already been a very good investment payback for TemporaryCo’s Fuku I, probably also for the sandbagged FORT CALHOUN NE nuclear reactor, and many other facilities worldwide.
My experience though has been that both governments and corporations only provide what is in the public short-term interest, always at the expense of their long-term safety and other interests.

That video was 1st broadcast 4 or so days ago by KMTV.com, Omaha, when Missouri flood levels were 1-2 feet lower, and broadcast despite the fact that the FORT CALHOUN operator urged the station to not air the video, which the station viewed as an illegal exertion of privacy rights over a public waterway.
KMTV is continuing to resist suppression and intimidation, and today’s up-to-date video, by helocopter, shows FORT CALHOUN nuclear reactor, at 1:21, completely sandbagged and surrounded by rising Missouri River flood water estimated to be 2-4 feet higher by next Saturday, and without road access in or out of the site for firetrucks or EMT vehicles.
FORT CALHOUN no longer has adequate access for fire protection or emergency evacuation, and this isolation will last for 3 or 4 more months as the Missouri only gradually subsides:
