The government has decided to postpone its decision for restarting two idled reactors in Fukui Prefecture to next week or later due to stalled procedures for winning consent from the prefectural government, giving up its original plan to conclude as early as this week, sources close to the matter said Thursday.
The Fukui prefectural government remains cautious about rushing its decision to support the restart of the reactors at the Oi nuclear power plant amid deep-rooted opposition against the move among the public and neighboring municipalities following the Fukushima nuclear crisis.

AGR, do you think TEPCO gives any sort of consideration to an insurance policy? I think it would be an afterthought, as there is no effective "watchdog" to accept or deny its validity or viability. It's amazing they had actual coverage to be lost…

The would do it the same way it is done in the United States. If there is a meltdown, the taxpayer foots the bill. The nuclear industry does not pay for insurance beyond normal liability insurance because it cannot afford to. So the taxpayer shoulders the burden – with or without knowing about it.

3. Get rid of the waste (which doesn't include a decades-long effort to figure the problem out, while continuing to stack up waste in the meantime.)

Sorry, but you seem very confused. If Japan continues to pursue electrical power generation with nuclear reactors–which entails the continual accumulation of highly toxic radioactive waste–in the hopes of eventually closing the fuel cycle with breeder reactors, then they may not only end their ecomony, but they also may end most human life in their country, and beyond.
A simple, small research program in nuclear energy may or may not be warranted, but nuclear power for electrical energy generation is not necessary, may actually consume more energy than it produces, and is extremely dangerous!
Actually, if Japan goes full-bore into solar power and alternative energy technology and leads the world off toxic oil consumption, they might prosper well beyond from where they currently are. For example, do a search on the 'Japanese water fuel cell car' video.

Here are the steps going forward:
1. STOP ALL NUCLEAR ELECTRICAL POWER GENERATION NOW, to end any further accumulation of highly toxic waste.
2. PURSUE THE MOST SAFE, EFFICIENT, MEANS OF GETTING RID OF ALL TOXIC HAZARDOUS WASTE IN THE MOST RAPID TIME POSSIBLE, so that there is no further venting and release of toxic radioactive waste into the environment.
It has been shown that the electrical needs of all 100 million US households can be met 24/7 using simple solar concentrator technology (with thermal salt storage), using a total sunlit landmass less than 1/42 the size of Texas (6400 square miles). Whereas, the Fukushima Daiichi plant alone has, at a minimum, turned 8000 square miles into a Radiation Control Area.
It is a no-brainer. The people have been misinformed and/or lied to. It WAS NOT 'too cheap to meter', and the total nuclear fuel cycle may actually consume more power than it consumes!
What an insane sham! Shut them down now!

That is landmass, and doesn't include the destruction to the vast oceans that this one plant is continuing to pollute. Furthermore, consider that one plant, Fukushima Daiichi, had ~600 tons of highly toxic high-level radioactive waste stored above ground, whereas, there are an additional 250,000 TONS of highly toxic high-level radioactive waste stored above ground worldwide, mostly in pools that need to be cooled and maintained. THAT IS INSANE!
SHUT THEM DOWN NOW AND QUIT ACCUMULATING FURTHER WASTE!

The transition will not be comfortable.
But once alternative energy sources are in place the Japanese people will see that is was not a mistake to keep the nuclear reactors from starting.. and later..will find it a gift to their people.
