Follow-up to: Report: Tepco will start covering No. 4 Spent Fuel Pool tomorrow
Title: General Plan and Start of Main Work of the Cover for Fuel Removal of Unit 4 in Fukushima Daiichi Nuclear Power Station

Based on “Mid-to-Long-Term Roadmap towards the Decommissioning of Fukushima Daiichi Nuclear Power Station Unit 1-4″ which was announced on Dec. 21, 2011, we started the preparation work for the installation of the cover for fuel removal of Unit 4 on Mar. 23, 2012.
We would like to inform that we will start the main work for the installation of the cover for fuel removal on Apr. 17.
As the first step of the main work, we will conduct the foundation improvement work in order to strengthen the foundation which supports the foundation of the frame for supporting the crane which is a part of the cover for fuel removal.
At the same time, we will conduct the countermeasure to prevent rainwater from penetrating into Unit 4 Reactor Building.

It isn't rainwater in that's the problem, it's cooling water leaking out into the ground water that's the problem.
I'd really like to see a water balance spreadsheet for the complex.
in the early days they were pumping radioactive water eerywhere (Turbine Buildings, Auxiliary buildings, anything that had a basement.) we haven't ever heard what happened to those, let alone the wetwells, the Reactor basements, etc..

I wonder who's standards prove the viability of these diagrams and outline. It seems all they needed this whole time was a dosimeter and the understanding of HEPA filtration. Oh, and a fairytale or two to bring everything together.

The link above is now under constant government moderation. It had been since, june 2011.
The radiation levels had dropped from 800,000 uSv. to 160,000. Then after the levels, all became "Safe, Within reason"
I do not feel the failedrobot web page is accurately monitoring the information any longer.
If you look up the cache files from april through june. You will see the direct drop "over-night". It was a very god source until that time. I feel pressure from an outside party was the direct reason this drop occurred.

There is good news and bad news:
The good news is that TEPCO has an actual plan for getting the spent fuel out of SFP4. Presumably into dry cask storage. The plan is even adequate! WOW!
The bad news is that SFP4 will continue to be in jeapordy through 2013, with removal of the spent fuel to take, what? A couple more years to complete.
Those are NOT intact fuel assemblies in SFP4. Most of the fuel assemblies were Uncovered and burned, some probably melted. Some may drop their pellets of poison to the floor of SFP4 as they are lifted. This will be a big mess, even if it goes relatively well. The fuel that was removed from Reactor4 in the fall of 2010 remains very hot, and they may not be able to remove it for some time. But TEPCO has a plan to begin to deal with the SFP4 problem. Now, if nother nature will hold off on that pending big quake long enough…

Most of it is still too hot to dry-cask, and will be until 2020 or so. They'll have to put it into another spent fuel pool.

At Chernobyl they built a sarcophagus that lasted 30 years, and they did it in less than 6 months, now why the F can they take a year to put up a tent and a crane?
