What can be done about damaged fuel rods? That is, if 10% has leaked, how can the other 90% be contained and kept cool? In other words, what is the solution? Will they just keep letting it out into the environment (ocean) as slowly as possible for the next couple of years?

The bottom line, it will take man power and putting people in harms way day after day after day, moving masses of material and wreckage away from areas that need be addressed.
There are some areas of steel structure that may need to be cut with cutting torches or plasma cutters to find access to reactors or other crucial parts of this development and then there is the concrete, walls, floors !
I have done dissembling and demolishing but not with nuclear charged soul, air and everything one touches and breaths.
With the reactors being enclosed in Stainless Steel closures, adds to not being able to get to the heart of the workings there !
A God Awful task ahead.

The USA should just Nuke it all. The blast will destroy most of the problem in the blink of a eye. Then deal with the problem that is left. Or we could just sit here and let it go on and on and on for eons. HMMM I think American Idol is about to start gotta go.

A new containment structure is scheduled to be completed by 2011, as well as other radioactive treatment plants to handle the waste from the Chernobyl site.
Major improvement work was carried out on the structure in 1998 and 1999, but the structure, which keeps more than 200 tons of radioactive material beneath from escaping into the air, has recently sprung some leaks.

the current methodology is to reprocess the fuel, extract the various elements chemically, and treat each stream appropriately. For example, the Pu is incorporated into MOX fuel, the iodine 131 contained in salts and left to disintegrate, Caesium reacts explosivelky with water so is a real problem . Cs135 Has a half live of 2.3 Million years and is prominent in nuclear waste. We dont have a real solution yet . .

They thought chernobyl was bas, and still is, and still will be. Was my birthday yesterday, just read when TEPCO opened main door to reactor 1 building 500,000,000 bequals of radiation was released into the altmosphere, great. The thing is thte government / tepco are not releasing much info and it takes other groups of people like greenpeace and even journalists to reveal the facts.
Whatever there intentions they can cover it like with Chernobyl to prevent atmospheric release, surely there must be some radioactive proof weather and heat resitant resinous compound the whole plant can be sprayed with.. Then what about the sea water, and ground water now seeping contamination slowly through Japan.
Not good.
