I disagree with the statement made by the mayor.
There’s “feeling safe”, and then there is “being safe”.
In my opinion, the actions of the government – all of the governments – have been to focus on this idea of “feeling safe” regardless of whether things are actually safe or not.
Given that the “safety” of nuclear exposure is not very clearly defined, exposure is invisible, and health effects even in high exposure cases are delayed by weeks, months or years, it’s a relatively easy task to create the “feeling” of safety.
But that feeling is not necessarily accurate. In the case of Fukushima – everyone here knows – regardless of whether you are a nuclear shill or a fanatical anti-nuke, everyone knows that the news about Fukushima is much much worse than the public understands.
The majority of the public has been led to “feel” that “all is well” when it is not.
