Radioactive hot spots found in Tokyo park

Tokyo officials are to start decontamination of a 92-hectare park where high levels of radiation have been detected.
On Monday, officials tested 14 locations at Mizumoto Park in Katsushika Ward, following reports from the public about radiation hot spots there.
Thirteen of tested locations registered radiation above one microsievert per hour at one meter above ground, with the highest reading at 1.22

Since last year’s accident at the Fukushima Daiichi nuclear plant, the ministry has received about 150 reports of Tokyo hot spots, as of March.

Note that 13 spots measured radiation levels between 1.00 and 1.22 microSv/hr, yet only 9 of the 13 ‘hotspots’ will be decontaminated, reports NHK:
“According to science ministry guidelines, decontamination is required
when radiation is at least one microsievert higher than surrounding
areas. Based on these guidelines, 9 of the 14 surveyed places in
Mizumoto Park will be decontaminated.”

nice work: relative contamination criteria. this way they only have to clean up small hot areas. large hot zones become the "surrounding area". some quick-thinker at TEP.gov should be getting a good bonus for that gem.

As I understand your comment, if an area is averaging 5mSv/hr (which is HIGH), and its near an area of 4.5mSv/hr, there is no need to decontaminate. The best thing to do, start with the low contamination areas(but over safety level) and work towards the highly contaminated using GPS/mapping tools, in blocks or square meters of land. That way you will always have an area of at least 1 mSV/hr greater which needs cleaning. It may take some extra work, but since the government and TEPCO are not really testing area, its work that would have to be done anyway.
Sadly, unless the reactors are truely shutdown, the areas will become recontaminated rapidly. Kind of like a self licking ice cream cone..no one enjoys it..

Can someone gives links which are showing there is plutonium detected and how this detection has been made.
