    Here are my analyses on how this disaster could have been prevented.

    1) Do not build nuclear reactors.

    2) Do not build nuclear reactors in a earthquake zone or on an active fault line.

    3) Do not build reactors in a tsunami zone.

    4) do not build reactors in japan.

    5) if you decide to do the above.

    5.1 Build reactors to withstand a earthquake within the last 1000 year earthquake within 50 KM.
    5.2 Build reactors to withstand 1000 year Tsunami. and then add 5 meters to the protection system.
    5.3 Design the reactors to withstand Loss of heat sink. (That a tsunami will destroy all seaside systems.
    5.4 Design the reactor to handle loss of Grid power for 30 days.
    5.5 Design protected emergency equipment. to provide for damge to roads, bridges, food sources,
    water supplies. such that plant workers can cut emergency roads out within 50 KM and replace critical lost bridges and feed and house plant workers for 30 days. That means tents, chemical toilets, showers, toiletries, clothing.
    5.6 UPS Batteries must be sized to handle SCRAM loads for all circulating pumps, secondary pumps, lubricating pumps, air blowers, and air filtering and conditoning systems so the reactor can survive for 24 hours.
    5.7 Backup generators must be able to start and achieve full power within 60 minutes.
    5.8 Backup generators must be large enough to run all loads, for ALL reactors, simultaneously for SCRAM survival systems.

      Good analysis, patb. Unfortunately, this is exactly how TEPCO is expecting the public to react. Focus on technical solutions to problems – problems that TEPCO has successfully brainwashed people into thinking are the 'cause'.

      The entire purpose of the crony-led independent panel is to bless some final plan by TEPCO to end further Fukushima inquiries. That's why Dan Klein (former NRC charman) is on the panel: to keep things moving and get the reactors restarted as soon as possible. And to convince U.S. skeptics that Fukushima was an exception but TEPCO has learned their lesson. There is no other purpose for that panel.

      They are not there to do (yet another) fake review or make any meaningful recommendations. TEPCO already has four 'official' studies that blame the tsunami. They can say anything they want NOW to their hand-picked independent panel because it can't be used against them (at least in Japanese courts).

      The current dancing-monkey show should be over in a few weeks. The NDF will spin off the 'bad' TEPCO to stall claims for 20 years and use as much Japanese taxpayer money as possible to pay them.

      The 'good' TEPCO will be renamed to Enviro-Energy, Green-Nukes or something equally asinine and adopt a cute new, non-threatening logo. And the 'good' TEPCO will announce all problems fixed, reactors to restart the beginning of next year.

      This is so damn predictable. I hope the Japanese riot, but they won't.

    Watch for "finetuning" of Tepco's latest disinformation. Hardly inspires confidence in the Japanese population. But we know Big Brother can say anything and spin it 180 degrees different in the same week.

    This all reeks of government instability…one hand doesn't know what the other hand is doing. The angry nucleocrats will throw a bunch of the loose lips under the bus and bring in some new friends and relatives to replace them. Business as usual,

    5.9 redundant and spatially separated emergency power paths must be required to allow
    paths, to switch in all systems, from the Control room.
    5.10 all emergency systems for each reactor must be in separate buildings. (i.e.
    emergency boronated feedwater, must be in separate buildings for each reactor).
    5.11 Segregated Emergency water to feed sufficient water to flood each PCV up to the top of the fueling deck.
    5.12 structural loads must be sufficient to withstand PCV pressures equivalent to a flooding scenario and 60 PSI gas.
    5.13 Filter stacks that can handle a full thermal load from operation, such that a breach of the Reactor can be filtered to reduce Particles at HEPA levels of efficiency.
    5.14 Emergency plumbing to allow backfeeds between any unit or between the emergency feedwater system.
    5.15 Radiation protected Tracked vehicles to allow workers to travel between buildings.
    5.16 Emergency Satellite Phones for each control room and the offsite center.
    5.17 Emergency medical facilities to handle 10 injured workers per reactor.
    5.18 Emergency radios charged for all workers on shift, and capable of operating inside all buildings.
    5.19 Emergency systems must be in EQ hardened buildings.
    5.20 Hurricane hardening must also be applied to all systems.

    It's probably $500 million of emergency systems, but, it's part of the cost.

      Bizarre as usual, this story travels full speed and full volume under the public radar. Someone like me who updates daily (who knows how SAD this story actually is i.e. when a liar admits they are lying to you, when a killer tells you they are about to murder etc) can have lunch tomorrow with my best friend, a sibling, a police officer and no one would know this extremely unjust action has just been song and danced to death by tepco.

    If it was preventable it means that nuclear power is safe.
    And if it safe, all other plants will be started pretty soon.

    IT IS a lie if some plants are started within 30 days.

    They have now admitted their crimes. Arrest them ALL. This includes all TEPCO upper mangement and CEO's (past and present), all nuclear experts who lied during the crisis and afterward, all media reporters, anchors and execs who lied to the people. Also Kan, Noda, Hosono, Edano and other lying politicians.

    ARREST THEM ALL and send them and their families to Fukushima to work for cleaning up the Daiichi disaster site FOREVER. This is the only suitable punishment.

    They admitted the tsunami negligence, because the interior images of unit 1 is screaming "earthquake damage", and they sure don't want that getting around.
