The blogger, who has material emitting alpha radiation, just discussed with Minami-Soma city Councillor Mr. Ooyama, 2 days ago.
But, it is clear that the blogger did not give him any black materials emitting alpha radiation and Mr. Ooyama had not collected any.
In short, the blogger and Mr. Ooyama are working separately and they do not have any cooperative relation at all.
Mr. Ooyama did get some black things that look similar, however, they are completely different and have only strong gamma ray.
The blogger is still working to find the source of alpha (3,300cpm) and beta (60,000cpm), he does not want the original black substance to be confused with the other black things.
Now, we know that in Minami-Soma city there are many stakeholders who want to hide alpha/beta-emitting nuclides.
We call them “cesium fraud”, because they only measure cesium (not other nuclides).

The blogger knows the place where black substance (only gamma ray) was collected by Mr. Ooyama, and gets two samples in this morning.
This black substance shows only 13,430 – 32,170cpm (without WTP). Off course, they are contaminated, but not so much.
Now, the black materials collected by the blogger shows 95,880 (without WTP). This is a latest sample and measurement.
The blogger also detected 60,000cpm beta radiation using “Hitachi-Aroka” beta dedicated scintillation detector (one member of the city hall provided this instrument). This result means that alpha-ray may be around 36,000cpm…

In my previous work with vapor deposited radionuclides, the surface may not have the same appearance as a piece of formed or cast material. It may look black but actually be different in appearance if deformed. Disregard the surface appearance and send it to a lab with x-ray backscatter and ask for ID.
Since some of the likely radionuclides may or probably have been exposed to temperatures above their vapor point, considering properties of vapor depositing in an uncontrolled setting is necessary.

This Article I found might explain what the black stuff is.
The lava rock material itself referred to as “tuff” is slightly radioactive. The same material is used as a carrier for chemicals like insecticide and as a filtration material. So it has a very high ability to absorb things. It is also frequently used as a road traction substance. If the local government has been using “tuff” as a road traction substance on the roads since it is winter in the area right now it could potentially be the source. That would mean that somewhere is a storage pile of this crushed lava rock that absorbed huge amounts of fallout. We already know outdoor piles of rock are at risk after gravel from Namie showed up highly radioactive. If this is lava rock being spread on the roads, not something else it does pose a significant risk to anyone handling it. Since this black substance has over 1 million bq/kg it has the potential to expose people to considerable amounts of radiation.

No worries… this is just some dried paint left over from the radium bottles found all over Japan..
Some of it spilled here and there as they were driving it around Japan.
This radioactive paint turns black when exposed to light and sun.
Other official xplanations are it is all natural radiation that is good for you; as Ann Colter says; made up of things like tree dust.. leaves turning to compost, etc..
It has NOTHING to do with FUKU… NEVER.. DO NOT THINK IN THIS DIRECTION. IT IS NOT ALLOWED.

This black powder stuff, may indeed be the remmenants of the vaporized fuel rods, may be high in plutonium also… it didn't all get aerolsolized, some of it had to have come back down…

We have spent 11 months now watching the worst case scenario of the Three Stooges meet Beavis and Butthead meets Homer Simpson.

So now that it is obvious they will not be able to cap Fuku any time soon, I have now quit trying to no run (5k) in the rain as I used to do so much before Fuku.

There is no where to run (no pun intended)
There is now where to hide.
The fallout is now in everything…food, rain, air, trees, dirt.
About the only Band Aid tactic is to find a place where there
is less fallout than others as a place to live for a bit longer.

At the end, this is my personal opinion but enenews and SKF picked up the news about the black substance, which was extremely radioactive. I think they took it from Oyama Koichi’s blog. but I’m a little suspicious about his blog.
Last time he posted some data of US army or something to say they measured plutonium and uranium in Tokyo. but the data was like 3000 Bq/kg of uranium in Shizuoka or something, maybe he made some mistake to calculate. You need to be careful to refer to his blog.

Look back at the TBS/JNN webcom forum..one day hat BLACK smoke fill the screne–it was impressive and bad–black rolling smoke darkens the entire webcam view from the mountain. A LOT of smoke… And just before the black dust showed up. Just saying..

Still working out strange correlations in time between several events that all took place on Feb 13: earthquake, SPF4 flash/criticality event, "broken" temp gauge at R2, smoke seen on webcam, and then Feb 14/15, 8x increase in caesium readings in Fukushima City after it had traveled. (An yes, I would trust Mochizuki's insights on the Cs readings)

Here is my explanation of the Black G☢☢
I believe that the reason for the high Cesium counts is the interaction of Earth Quakes (EQ's) with the Coirium(s) with the groundwater below the complex and that may even be cause of the Black Dust that is now being widely observed in Northern Japan.
EQ's + H☢T Corium(s) + Ground water = (Hydro Corium) Fissioning
Fissioning + Time => Radioactive Steam Releases => Black Dust aka Black G☢☢
