Common Dreams, Aug 29, 2017: The South Texas Project nuclear power facility in Bay City, Texas could be under extreme threat from historic flood waters, groups warned… energy watchdogs groups are warning of “a credible threat of a severe accident” at two nuclear reactors… [They] are calling for the immediate shutdown of the South Texas Project (STP) which sits behind an embankment they say could be overwhelmed by the raging flood waters and torrential rains… Both the U.S. Nuclear Regulatory Commission and the STP operator have previously recognized a credible threat of a severe accident initiated by a breach of the embankment wall that surrounds the 7,000-acre reactor cooling water reservoir,” said [Beyond Nuclear’s] Paul Gunter… [Harvey] was declared the most intense rain event in U.S. history[B]reach of the embankment wall surrounding the twin reactors would create “an external flood potentially impacting the electrical supply from the switchyard to the reactor safety systems.” In turn, the water has the potential to “cause high-energy electrical fires and other cascading events initiating a severe accident leading to core damage.” Even worse, they added, “any significant loss of cooling water inventory in the Main Cooling Reservoir would reduce cooling capacity to the still operating reactors that could result in a meltdown.” With the nearby Colorado River already cresting at extremely high levels and flowing at 70 times the normal rate, Karen Hadden, director of SEED Coalition, warned that the continue rainfall might create flooding that could reach the reactors… “Our 911 system is down, no emergency services are available, and yet the nuclear reactors are still running… This is an outrageous and irresponsible decision,” declared [Susan Dancer of the South Texas Association for Responsible Energy]. “This storm and flood is absolutely without precedent even before adding the possibility of a nuclear accident that could further imperil millions of people who are already battling for their lives.” As Harvey hovers over the coastal region, heavy rains are expected to persist for days

    These problems were avoidable. Environmental justice advocates had been petitioning the federal government for years to update the chemical disaster rule in EPA’s risk management program, to better protect families living on the fenceline of these refineries and chemical plants. Obama issued an executive order in 2016 requesting the EPA to begin making these risk management program adjustments. However, one of the first orders of business for Trump when he took the White House this year was to delay those updates.

    Nine months later, families’ homes are surrounded by a toxic stew created from the discharges of oil refineries, overflowing sewers, and exploding chemical plants. We’ve not yet seen the toxicology report to see what kind of short- and long-term effects these spills and explosions will have on people’s health. Meanwhile, the 29th congressional district that includes these communities has been known for a long time as the district with the least number of people with health insurance in the state with the least number of uninsured people.

    Nearly five years after Superstorm Sandy destroyed their house, Sophia Vailakis-DeVirgilio and her family are still waiting to rebuild and return to their property. It’s a nightmare she fears many in Texas, Florida and the Caribbean have only just begun.

    “God help them,” Vailakis-DeVirgilio told HuffPost, adding that when it comes to securing insurance money from the Federal Emergency Management Agency she expects those hurt by the back-to-back, record-breaking hurricanes will “get raked over the coals.”

    Vailakis-DeVirgilio and her husband had been paying into the National Flood Insurance Program for nearly a decade when the storm surge from Sandy inundated their home in Broad Channel, New York. The damage was extensive. The walls of their newly renovated seaside cottage were blown out, and the water “rocked and twisted” the house, knocking it from its foundation, she said.

                      When living systems become under increasing stress like an attack..the first thing that has to go to be able to defend itself is "the finer levels" of empathy..

    WASHINGTON (AP) — The Environmental Protection Agency says it has recovered 517 containers of "unidentified, potentially hazardous material" from highly contaminated toxic waste sites in Texas that flooded last month during Hurricane Harvey.

    The agency has not provided details about which Superfund sites the material came from, why the contaminants at issue have not been identified and whether there's a threat to human health.

    The one-sentence disclosure about the 517 containers was made Friday night deep within a media release from the Federal Emergency Management Agency summarizing the government's response to the devastating storm.

    About a dozen miles east, the San Jacinto River Waste Pits Superfund site is on and around a low-lying island that was the site of a paper mill in the 1960s, leaving behind dangerous levels of dioxins and other long-lasting toxins linked to birth defects and cancer. The site was completely covered with floodwaters when the AP surveyed it on Sept. 1.

      There are more than a few storing high and low level nuclear waste on a temporary basis. What does that say? It says that nuclear waste is stored in places unsuitable for long term storage and these poisons have been stored that way for years while everyone argues and searches for a approved place to put this deadly material.

      And they are still producing nuclear waste everyday even though no one knows where to put it.

      How many unknown sites were effected by the hurricane? We will never know due to so called national security concerns.

      But the real security concerns are we don't know where or how this stuff is stored.

      We do know it's not stored in a way that is considered safe for long term storage, even though it's been stored (or simply left in place) at many of these locations for years.

      How many sites that store nuclear waste were flooded just in Texas during the hurricane?

      "Sorry can't give you that information due to national security conserns" is the answer.

      National security? Or is it the security that no one will know about it.

      Turning on your porch light after dark reduces the risk of someone trying to break into that door by over 70 percent.

      Why? someone may see, know it's wrong and report it.

      Time we implemented this kind of simple thinking to the most deadly poison substances on earth too.

        And they didn't (or couldn't) shut down the STP reactors in southern Texas during the hurricane and biggest flooding event in recent history.

        And what about dry casks stored outside at many locations?

        Dry casks have vents to allow the gasses that would build up and fracture the containers to escape (insane to think these gasses are harmless and not both deadly poison and radioactive)
