The loan would be on condition the reactors are restarted !!!!
The lenders are concerned if two conditions — raising power tariffs and the restart of the utility's nuclear power plants — can be met in the face of public and political opposition following the Fukushima nuclear power plant disaster a year ago.
Sources said the most likely option under discussion is for Tokyo Electric to issue bonds backed by collateral to the lenders in exchange for the funds.
"We have a fiduciary duty to our clients and shareholders," said a banking source.
"We cannot make a commitment when we are not sure about these things. We could get sued if things do not turn out as we expect and we cannot recover our loans," said the source, who is not authorized to discuss the matter publicly so did not want to be identified.

How are they going to restart all of these reactors with no insurance company willing to back them?
The last insurance company backed out and no one took their place as far as I know.

They can do what the USA does, insurance coverage for 300 Million for each nuclear plant. And then if a disaster, there is a US government fund set up to cover any claims over the insurance amount. This fund is paid into by all the companys operating nuclear plants..a slush fund. Now since I live close to an operating nuclear plant, near a major population center..am sure the insurance would not even start to cover the many homes valued at 500,000 dollars. One housing area has over 300 high end homes in that range — for starters. Anyone want to do the math?And homeowners insurance does not cover any damage due to nuclear plant failures. Of course, one would have to be able to prove their home value. In an area where there is nuclear contamination, near a nuclear plant, likely home values could be in the one dollar range at the HIGH level….

Japan has censored the Emperor's speech.
The Emperor Aikihito of Japan said this.
" As this earthquake and tsunami caused the nuclear power plant accident, those living in areas designated as the danger zone lost their homes and livelihoods and had to leave the places they used to live. In order for them to live there again safely, we have to overcome the problem of radioactive contamination, which is a formidable task."
May history record and remember.

The global plan was to use nuclear energy as the force that will drive the next industrial renaissance. The irrational exhuberance has been like a mad hatters tea party, where mother nature has stopped in to spike the punch bowl. How foolish would it be to continue down a path that in the laboratory, is fully capable of causing an ELE? Earth is undergoing a change. We see it in the weather. We see it in seismic activity.

STNP 2 was scrapped within the first month of the Daiichi incident, because TEPCO couldn't afford to stay involved in the project. The rest of the financial supporters fell away once TEPCO bowed out.

I don't know what to make of this part:
"I got to think the hypothesis may explain why from today’s endoscope operation."
It is attributed to Happy and dated March 26. Is there a new endoscope operation or is this an old story?

Thanks B&B. I hadn't clicked on the embedded link about "following up". So R2 really is a concern again. That matches the recent headlines about hydrogen levels and temperatures increasing in R2.
