On the fifth floor of the No. 4 reactor building, the top floor, the Tokyo Shimbun reporter could see the upper part of the spent fuel rod pool, which was covered with a floating white tarp.
“I could catch a glimpse into the water surface of the pool, but the water looked too stagnant to see the fuel rods seven meters beneath,” he said.

Could it be the fuel has burned its way through the pool? TEPCO patched the pool and filled it with water. Perhaps the fuel is in the basement covered with water.

('Farthest along', I would say just barely started. Currently 1,2,3 are really in worse shape, but for the immediate time being #4 holds the an even worse potential.)
"It envisages covering the No. 4 building with a canopy by NEXT SUMMER to reduce the release of radioactive materials into the atmosphere."
(So, there is NO DOUBT releases of radioactive contamination will continue to accumulate. We know this, but most people on the planet do not a have a clue. It's sad and criminal.)

Here's the really 'tricky' part:

Chas, 2 sentences in your statement do not compute.
1. decomissioning work is said to be farthest along on unit 4.
2. radiation in drainage are preventing the utility from preparing for START of decomissioning.

probably lost in translation. I think he means cloudy or turbid — which would make sense if they are pumping water in, it would stir up the dust.

I meant the sediments in the water. probably pulverised concrete. they also pumped sea water into SPF 4 so there could easily be sand/silt from the sea floor too.

I am writing these post's mainly because I feel that the Reactor 4 article (as mentioned above) is a squirrel story…
We all knew that the reactor 4 is a mess…

The water in a spent fuel pool needs to be pristine or everything melts together. Starting with the salt water and then explosion(s), there are not 2 fuel rods able to be retrieved.

TEPCO to Attempt Removing 2 New Fuel Assemblies from Reactor 4 SFP at #Fukushima I Nuke Plant
The original plan of the "roadmap" was to build a protective structure over the reactor building first, and then start removing the fuel assemblies in December 2013.

The impressive photos show the greatest damage to Unit 4 bldg is on the south side around the Spent Fuel Pool, not on the north side next to Unit 3, & discredit theory that most Unit 4 damage came from Unit 3's explosion. What about the reports in March 2011 that the U.S. warned Japan the worst disaster was Unit 4's Spent Fuel Pool was dry, reports of SFP fire. The photos show effects of huge explosion around the Pool. If SFP was on fire, some of fuel must have melted. Why can't Tepco/Japan tell the public what really happened at Unit 4?

Spent fuel ..can evidently be stored safely in polluted water under a tarp…suspended in the air on a rickety children's trundle.

Money is spent on staff bonus, foreign trips and client entertainments. The govt gave them 1,000,000,000,000 yen but they still raised the cost of electricity (3.4% – 12%) and begged their customers that they HAD TO do this. TEPCO is planning to dish out 14,700,000,000 yen in bonus this year. They should have none in my opinion. It's totally disgusting. They are planning to handout 29,000,000,000 yen for year 2013-14 summer and winter bonus.
