The cell phones didn't work either because they couldn't be recharged.

and the wireless communications where all down all over East and North of Japan from the earthquake anyway. They where down for many hours, almost a half or a full day I can't remember.

Rechargeable LED flashlights that turn on when power fails, runs forever. $5 a pop.

Nuclear industry can't afford these things it seems, or it is pathologically incapable to do the minimum for public safety.
Either way, it is so dangerously impotent that it must be removed from earth ASAP.
